GovCIO seeks a Senior Architect Development Team Lead to guide architecture and development teams for a government customer. Hybrid role with primary remote work and occasional onsite in the DMV area, supporting background investigation systems and mission-critical applications using IBM MQ, Connect Direct, and ADABAS/Natural stacks.

The candidate will manage architects, interact with stakeholders, ensure regulatory compliance, and drive requirements-driven design across multiple subsystems.

Qualifications

• Bachelor’s degree with 15+ years on large-scale application design and development.
• Expert proficiency programming in Natural using ADABAS.
• Experienced in Software AG’s NaturalONE Eclipse-based development environment.
• 5+ years’ project management experience.
• 5+ years’ experience defining requirements with customers.
• Strong ability to design solutions across multiple systems or sub-systems.
• Proven interaction with software development and management personnel.
• Experience with cloud and on-prem infrastructure support.
• Proficient with Office 365 (Word, Excel, etc.).
• Strong written and verbal communication skills; Top Secret clearance required.

Responsabilités

• Lead a team of technical architects and developers.
• Assess existing background investigation support systems and processes.
• Gather user requirements through stakeholder interaction.
• Design scalable, efficient solution architectures.
• Ensure compliance with federal regulations and standards.
• Develop architectures aligned with requirements and regulations.
• Collaborate with development teams for implementation.
• Evaluate solution effectiveness through reviews and assessments.
• Provide expertise in federal contract and grants management.
• Use Atlassian tools (JIRA) for requirements tracking.
• Develop software using Natural with ADABAS and related tools.
• Create and maintain file transfer processes with Connect Direct.
• Develop and maintain JCL for batch processing and queues with IBM MQ.
• Anticipate customer needs and identify proactive solutions.
