Qualifications
- Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.
- Bachelor’s degree in a directly related field may substitute for one year of required experience; additional related experience may substitute on a year-for-year basis.
- Master’s degree in a related field that included qualitative and quantitative research and one year of analytical experience may substitute.
- One year in the Analyst classification with the Judicial Council of California or an equivalent California government entity.
Responsibilities
- Implement a comprehensive web strategy and messaging roadmaps aligned with agency objectives and technical capabilities.
- Advise senior management on web content management best practices and governance models.
- Provide web communications content subject matter expertise to leadership and office staff.
- Recommend content strategies to improve user engagement on priority sections of the website.
- Lead the sitewide implementation of approved content/design styles and standards.
- Review analytics (GA4) and site performance; report findings to Public Affairs leadership.
- Collaborate with content owners to implement strategies, design enhancements, and user-friendly interfaces.
- Coordinate Content User Group interactions to share standards and best practices.
- Review ADA/ WCAG accessibility and ensure compliance across site sections.
- Review content for adherence to approved messaging and web standards.
- Attend meetings and events related to the judicial branch as required.

The Judicial Council of California is accepting applications for the position of Senior Analyst in the Public Affairs office.
The Senior Analyst serves as a communications bridge between the agency’s online strategic business objectives and Information Technology’s (IT) Web Services technical execution, ensuring that the California Courts website (https://courts.ca.gov) is effective and user-friendly. This position shapes and guides web communications through cross-functional collaboration with content owners, creators, designers, and developers to help implement content that is current, relevant, and error-free.
The Judicial Council of California is the policymaking body for the state court system and has constitutionally conferred statewide rule‑making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.
By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Council’s staff organization seeks to continue to evolve as one of California’s most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Council’s San Francisco office at least two days per week, based on their office leader’s direction, and reside in the areas surrounding these locations. To be eligible for Judicial Council employment and participation in the Judicial Council’s Hybrid Work Program, a prospective or current employee’s primary residence/remote work location must be in the State of California and within a 150‑mile driving radius of their assigned reporting location.
- Implement a comprehensive web strategy and messaging roadmaps that align with agency business objectives, audience needs, and technical capabilities.
- Advise Judicial Council Senior Management Team on web content management best practices, effective online communications, and the Executive Office approved web governance model.
- Provide web communications content subject matter expertise to Judicial Council office. leadership and/or their designees on specific sections of the California Courts website under their office oversight.
- Recommend content strategies to improve user engagement on priority sections of the California Courts website.
- Lead the sitewide implementation of agency approved content and design styles and standards.
- Review analytics and metrics (Google Analytics 4), monitor site performance, and report findings and recommendations to Public Affairs leadership.
- Review site and web section data to provide guidance and recommendations to content owners and optimize content on an ongoing basis.
- Analyze engagement metrics (views, clicks, time on site, etc.) and search query results to assess content performance issues and use data to make recommendations to enhance the sitewide content strategy and improve individual office publication decisions.
- Collaborate with individual office content owners and creators on the implementation of content strategies, design enhancements, and user‑friendly interfaces to support their business objectives and the overall site communications strategy.
- Facilitate ongoing discussions on design enhancements and user‑friendly web interfaces with Executive Office, office leadership, content owners and creators.
- Coordinate Content User Group interactions to share standards and best practices.
- Review sitewide Americans with Disabilities Act (ADA) accessibility compliance in relation to the Web Content Accessibility Guidelines (WCAG) and highlight areas for improvement and/or remediation.
- Review sitewide content for use of agency approved messaging and application of web communications standards.
- Attend meetings/hearings of the Judicial Council of California, Supreme Court of California, Commission on Judicial Appointments, and other judicial branch events and functions (e.g. advisory committee meetings, MediaNetwork training, etc.).
- Maintain skills and aptitudes in the areas of online and digital communications.
Bachelor’s degree and four (4) years of analytical experience in program analysis, development, implementation, research, and/or evaluation.
Possession of a bachelor’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) of the years of required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelor’s degree. Or, additional directly related experience and/or education may be substituted on a year‑for‑year basis.
OR
Master’s degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and/or evaluation.
OR
One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state‑level government entity.
- Fluent in content strategy and design principles, practices, and tools
- Strong writing, editing, and multimedia skills
- Collaborative thinker and facilitator with strong communication and analytical skills
- Background with digital agencies, and/or public, or private sector communications teams
- Proficiency in analytics tools (Google Analytics, Siteimprove, etc.) and Drupal CMS
- Knowledge of User Experience (UX) and User Interface (UI) design, usability testing, Search Engine Optimization (SEO), and content strategy

Please note due to statewide fiscal conditions, the posted salary range is subject to a temporary 3% reduction. In exchange for this reduction, judicial branch employees accrue an additional 5 hours of paid personal leave per month through June 30, 2027.
