Job summary

Massachusetts Port Authority (Massport) is seeking an Executive Program Manager to lead a $1.5 billion airport terminal refurbishment, reporting to the CEO. You will oversee owner-side governance, manage private partner interactions, and coordinate across departments to safeguard assets and ensure operational readiness.

Ideal candidates bring 15–20 years of infrastructure leadership, strong finance and regulatory experience, and credentials such as PMP or CCM.

Qualifications

• Bachelor’s degree required; MBA/JD desirable.
• 15–20 years of heavy infrastructure experience on multi‑billion-dollar projects.
• Deep experience with Public-Private Partnerships (P3) and design-build-finance models.
• Proven ability to manage multi-disciplinary teams in matrixed environments.
• Strong knowledge of project finance and concession agreements.
• Experience communicating with private equity investors and public officials.
• PMI/CM credentials or executive infrastructure credentials preferred.

Responsibilities

• Provide executive-level oversight for a $1B+ mega-project from owner-side.
• Coordinate cross-functional stakeholders to align design, construction, and operation.
• Establish governance, reporting, and performance management frameworks for schedule, cost, risk, and compliance.
• Lead the owner-side oversight function and build a high-performing internal team.
• Serve as liaison with federal, state, and local regulators on permitting and security.
• Ensure long-term asset stewardship and compliance with safety and quality standards.
• Develop governance structures and risk-based recommendations for leadership.
