Job summary

Massport in Boston is seeking an Executive Program Manager to serve as the Owner’s Representative for a $1.5 billion, 6–7 year airport terminal refurbishment, reporting to the CEO. You will safeguard the Authority’s asset interests by overseeing private financing and contract performance.

You will build and lead a dedicated project management team, coordinate with bankers, engineers, regulators, and public agencies, and establish governance, reporting, and risk frameworks to enable informed

Qualifications

• Bachelor’s degree in Civil Engineering, Construction Management, Architecture, or Finance; advanced degrees highly desirable.
• 15–20 years of heavy infrastructure experience on mega-projects ($1B+).
• Experience with Public-Private Partnerships or design-build-finance models and airport concessions.
• Proven ability to lead multi-disciplinary teams in matrixed environments.
• Strong knowledge of project finance, infrastructure banking, and concession agreements.
• Executive presence when dealing with investors, technical experts, and public officials.

Responsibilities

• Provide strategic oversight of a multi-billion-dollar public-private infrastructure investment and monitor risks and performance.
• Lead coordination across technical, financial, legal, and executive stakeholders to align priorities.
• Establish governance, reporting, and performance management frameworks for schedule, cost, risk, and compliance.
• Build and lead a high-performing owner-side oversight team with internal staff and partners.
• Serve as liaison with federal, state, and local regulators on permitting and security requirements.
• Oversee technical assurance and long-term asset stewardship with engineering and construction teams.
• Deliver executive-level decisions through governance structures and risk-based recommendations.
