Job summary

Peregrine Advisors is seeking a senior Business Analyst to lead requirements elicitation and translate business needs into actionable user stories for government IT programs.

You will collaborate with product owners, developers, and QA to ensure traceability from requirements through validation, supporting Agile backlog refinement, test design, and defect tracking. This hybrid role is based in the Washington, DC area with US citizenship required.

Qualifications

• 7+ years of business analysis experience on IT programs.
• Bachelor’s degree in a related field.
• Strong requirements elicitation, modeling, and documentation skills.
• Experience with Agile delivery and backlog management.
• Experience planning and executing quality assurance validation, including test-case design, functional, regression, and user acceptance testing, and defect tracking.
• Excellent communication with technical and business stakeholders.
• Proficiency in writing, PowerPoint, and Excel.

Responsibilities

• Elicit requirements from stakeholders and translate them into user stories and acceptance criteria.
• Support backlog refinement and prioritization with product owners and teams.
• Plan and execute QA validation, including test plans and acceptance testing.
• Track defects and coordinate with developers to retest until resolution.
• Define product scope, vision, and roadmap with stakeholders.
• Conduct business process analysis and reengineering as needed.
• Provide system analysis and subject‑matter expertise on issues and bugs.
