Job summary

Department of Design and Construction (DDC) is seeking a Senior Advisor, IFA Strategy & Budget Operations to provide strategic counsel across Finance, focusing on IFA revenue, staffing models, and cost allocation. Role reports to the Executive Deputy Commissioner of Administration and collaborates with multiple divisions on budget submissions and funding mechanisms.

The position requires advanced degrees or substantial public-sector budgeting experience, with a strong emphasis on process

Qualifications

• Master's degree in economics, finance, accounting, public administration or related field with 18 months supervisory experience; or
• Bachelor's degree with 4+ years in budget/financial administration, personnel or program evaluation, with 18 months supervisory experience.

Responsibilities

• Lead IFA revenue strategy and oversee billed-hour collection and eligibility for funding.
• Own staffing strategy for direct-to-indirect (CAP/ADM) staffing and coordinate with HRSD and leadership.
• Develop data-driven workload-based funding models linking staffing to project volume and budgets.
• Improve IFA tracking, billing processes, budget code management and system tools.
• Oversee resolution of outstanding revenue items including utility reimbursements and other claims.
• Provide strategic input to Finance leadership on broader budget operations beyond IFA.
