Job summary

Qualifications

• Master's degree in economics, finance, accounting, public administration or related field; 18 months in an executive/supervisory role.
• Bachelor's degree with 4 years of professional experience in budget or financial administration, with 18 months in a supervisory capacity.
• Preferred advanced degree in finance or public administration.

Responsibilities

• IFA Revenue Strategy: Lead strategy and execution to maximize IFA revenue recovery, including oversight of billed-hour collection and funding eligibility.
• Direct/Indirect Staffing Strategy: Define the staffing mix (CAP/ADM) and work with HRSD on hiring priorities and role classification.
• Workload-Based Funding Model: Develop data-driven analysis linking staffing to project volume for budget submissions to OMB.
• Process & Systems Improvement: Improve IFA tracking, billing processes, cost allocation, and system tools for accurate billing.
• Revenue & Receivables Oversight: Oversee resolution of outstanding revenue items such as utility reimbursements and claims.
• Broader Budget Department Advisory: Provide strategic input to Finance leadership on budget operations and fiscal strategy.

Education

Master's degree in economics, finance, accounting, or related field; plus 2 years of professional experience

Bachelor's degree with 4 years of professional experience including 18 months in supervisory capacity
