Job summary

Arlington County DHS, Child and Family Services Division, seeks an Administrative Officer to provide fiscal stewardship for a nearly $25 million budget and to support an effective service delivery system for children and families. You will lead financial, HR, procurement and general admin functions, supervising eight staff and providing direct guidance to four employees.

Qualifications

• Bachelor's degree in Accounting, Finance, Business/Public Administration or related field.
• Significant and progressively responsible full-time experience in program administration and/or management, including budget development and analysis, and/or reconciliation of accounts, and other admin functions such as HR, procurement, grants management, and contracts management.
• Substitution: Additional education may be substituted for experience.

Responsibilities

• Direct budgeting, financial management, and procurement to ensure compliance with regulations.
• Monitor audits and grants management.
• Track personnel transactions and expenditures to support revenue and monitor positions.
• Reconcile accounts, initiate journal entries, budget revisions, and other fiscal adjustments.
• Supervise staff, hiring, training, performance evaluation, and disciplinary actions.
• Manage contracts: write specifications, negotiate pricing, monitor performance, evaluate programs.
• Lead CSA programming across multiple child-serving agencies.
• Participate on senior leadership and cross-agency teams.
• Develop policies, procedures, and performance measurements for QA and reporting.
