Job summary

LMI is seeking a Senior Acquisition Systems Engineer in Washington, DC to support a federal PMO responsible for planning, acquiring, and deploying technology to protect borders. The role requires full lifecycle systems engineering experience on large programs and familiarity with DHS/DoD acquisition frameworks.

Travel is required and CBP BI eligibility is highly preferred. Target salary range is $123,000–$180,000, commensurate with qualifications and contract requirements.

Qualifications

  • 10+ years of relevant experience with a STEM BS degree or 7+ years with an MS in systems engineering.
  • Experience providing full lifecycle systems engineering support to large, complex programs.
  • Familiar with DHS or DoD Acquisition Lifecycle Framework (ALF) and SELC framework.
  • Knowledge of a broad spectrum of technical fields and engineering disciplines.
  • Strong problem-solving, organizational, communication, and leadership skills.
  • Willingness to travel out of state on a monthly basis.
  • U.S. Citizenship with eligibility to obtain CBP BI clearance; active CBP BI preferred.

Responsibilities

  • Provide full lifecycle systems engineering support to programs and projects, guiding programs through the acquisition lifecycle from Program of Record establishment to contract award, deployment, operation, and sustainment.
  • Lead or support the development of engineering and project plans, including SELC Tailoring Plan, SEP, IMS, TEMP, and corresponding gate artifacts.
  • Lead or support the development of RFP packages and associated documentation (SOOs, PWSs, CDRLs, DIDs, ICDs, CONOPS, FRDs).
  • Evaluate contractor submittals, including RFI responses, proposals, and technical demonstrations.
  • Support planning, execution, data collection, evaluation, and assessment of system acceptance tests and demonstrations.
  • Coordinate and track project activities, provide status reporting, and advise the customer.

Overview

LMI is seeking a Senior Acquisition Systems Engineer to support a federal program management office (PMO) charged with planning, acquiring, and managing the deployment and operation of technology and capabilities to keep our borders safe. We are seeking energetic self-starters who are focused on practical and efficient solutions delivered by an interdisciplinary, collaborative team.

Responsibilities

The candidate will work with engineers and subject matter experts to support the client’s Program Management Office (PMO), which is responsible for developing Programs of Record (PoRs) and acquiring and deploying technologies and systems to protect the nation’s borders.

From program planning and market research to trade studies, requirements definition, engineering analysis, decision support, and program execution assistance, the candidate will apply sound systems engineering principles, ensure DHS and CBP directives, policies, and processes are followed, and support achievement of the client’s objectives.

Specific Responsibilities May Include
  • Provide full lifecycle systems engineering support to programs and projects, guiding programs through the acquisition lifecycle from Program of Record establishment to contract award, deployment, operation, and sustainment.
  • Lead or support the development of engineering and project plans, including but not limited to:
    • Systems Engineering Life Cycle (SELC) Tailoring Plan
    • Systems Engineering Plan (SEP)
    • Integrated Master Schedule (IMS)
    • Test and Evaluation Master Plan (TEMP)
    • Briefings and artifacts in support of SELC technical review gates
    • Integrated Product Team (IPT) and working group charters
  • Lead or support the development of RFP packages, including Statements of Objectives (SOOs), Performance Work Statements or Program Work Statements (PWSs), Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), Interface Control Documents (ICDs), Concepts of Operations (CONOPS), and Functional Requirements Documents (FRDs).
  • Evaluate contractor submittals, including RFI responses, proposals, white papers, technology demonstration plans, and contract deliverables.
  • Support the planning, execution, data collection, evaluation, and assessment of system acceptance tests, technical demonstrations, and other technology or systems evaluation efforts.
  • Perform technology market research, trade studies, requirements analysis, and other engineering investigations, and develop white papers and decision papers as required.
  • Coordinate and track project activities and status, provide status reporting, and make recommendations to the customer.
Qualifications
  • SENIOR LEVEL: 10+ years of relevant experience and a STEM BS degree or 7 years relevant experience and a MS degree in systems engineering.
  • MID LEVEL: 3-10 years’ relevant experience and a STEM BS degree
  • Experience in providing full life cycle systems engineering support to large, complex programs
  • Familiar with DHS or DoD Acquisition Lifecycle Framework (ALF)
  • Familiar with DHS Systems Engineering Life Cycle (SELC) framework
  • Experienced in requirements analysis
  • Experience in developing engineering plans, trade studies, CONOPS documents, and decision papers
  • Knowledge of a broad spectrum of technical fields and engineering disciplines
  • Strong problem-solving skills, organizational skills, communication skills, and leadership skills
  • Self-motivated, proactive, independent performer who can perform well in a collaborative, team environment
  • Ability to travel out of state on a monthly basis.
  • All position require eligibility to acquire CBP BI, for which you must be a U.S Citizen. Highly Preferred: Active U.S. Customs and Border Protection (CBP) BI
  • This position will require travel.
  • This position is contingent upon completion of CBP BI and customer approval

Target salary range: $123,000 - $180,000
