Responsibilities

  • Lead establishment of a repeatable technology transition process from INVENT to PMOD with SPAD coordination.
  • Serve as primary PMOD coordination lead among INVENT, PMOD, SPAD and stakeholders to align priorities, timelines, risks, and transitions.
  • Centralize PMOD coordination to reduce burden and improve visibility across activities.
  • Identify operational needs, gaps, and preliminary requirements with stakeholder input.
  • Facilitate meetings, working groups and stakeholder engagements on transition planning.
  • Conduct market research and vendor evaluations for PMOD needs.
  • Plan vendor demonstrations and technology briefings for applicability assessments.
  • Develop decision-ready artifacts (CONOPS, requirements, risk, roadmaps, etc.).
  • Assess emerging technologies for readiness, including maturity and sustainment considerations.
  • Prepare leadership briefings, action trackers and decision packages.
  • Identify risks and mitigation options; communicate decisions to leadership.
  • Ensure transition docs are organized and accessible for PMOD planning.
  • Capture lessons learned and opportunities for process improvement.

LMI is seeking a Senior Technology Transition/ Program Integration Lead to support a federal program management office (PMO) charged with planning, acquiring, and managing the deployment and operation of technology and capabilities to keep our borders safe. This position provides full-time support to the client's program management office, located in Washington, D.C. Some travel within the United States may be required.

Responsibilities

The candidate shall support the establishment and execution of a structured process to transition emerging technologies from INVENT into PMOD in coordination with SPAD, while reducing coordination burden on existing PMOD programs. The candidate shall serve as a central coordination point for technology transition activities and support the development of decision-ready artifacts to inform PMOD planning, prioritization, and transition decisions.

  • Establish, document, and maintain a repeatable technology transition process for moving emerging technologies from INVENT into PMOD, in coordination with SPAD and other stakeholders.
  • Serve as the primary coordination lead between INVENT, PMOD, SPAD, and other relevant stakeholders to ensure alignment on priorities, timelines, requirements, risks, and transition activities.
  • Centralize PMOD coordination for emerging technology transition efforts to reduce the burden on existing PMOD programs and improve visibility across ongoing activities.
  • Support early identification, collection, and refinement of operational needs, capability gaps, preliminary requirements, and stakeholder feedback.
  • Facilitate meetings, working groups, technical exchanges, and stakeholder engagements related to emerging technology evaluation and transition planning.
  • Support market research activities, including identification of potential vendors, review of available technologies, analysis of industry capabilities, and preparation of market research summaries.
  • Plan, coordinate, and support vendor demonstrations, technology briefings, and other engagements to assess potential applicability to PMOD mission needs.
  • Develop and maintain decision-ready artifacts, including but not limited to:
    • Concept of Operations documents
    • Preliminary requirements
    • Capability gap assessments
    • Market research summaries
    • Vendor demonstration summaries
    • Cost estimate inputs
    • Transition plans
    • Risk assessments
    • Implementation roadmaps
    • Decision briefings
  • Assess emerging technologies for transition readiness, including technical maturity, operational relevance, integration considerations, implementation risks, sustainment considerations, and alignment with PMOD priorities.
  • Coordinate with technical, acquisition, budget, logistics, cybersecurity, and operational stakeholders to ensure transition plans are practical, complete, and executable.
  • Support development of cost, schedule, performance, and resource considerations for potential technology transitions.
  • Track the status of emerging technology candidates through the transition process and maintain visibility into actions, decisions, risks, dependencies, and next steps.
  • Prepare briefings, meeting materials, executive summaries, action item trackers, and decision packages for PMOD, SPAD, and other leadership stakeholders.
  • Identify risks, gaps, and barriers to transition and recommend mitigation strategies or decision options.
  • Ensure transition documentation is organized, current, and available to support PMOD planning, acquisition, and implementation activities.
  • Support continuous improvement of the transition process by capturing lessons learned, stakeholder feedback, and process improvement opportunities
  • Lead or support the development of engineering and project plans, including but not limited to:
    • Systems Engineering Life Cycle (SELC) Tailoring Plan
    • Systems Engineering Plan (SEP)
    • Integrated Master Schedule (IMS)
    • Test and Evaluation Master Plan (TEMP)
    • Briefings and artifacts in support of SELC technical review gates
    • Integrated Product Team (IPT) and working group charters
  • Lead or support the development of RFP packages, including Statements of Objectives (SOOs), Performance Work Statements or Program Work Statements (PWSs), Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), Interface Control Documents (ICDs), Concepts of Operations (CONOPS), and Functional Requirements Documents (FRDs).
  • Evaluate contractor submittals, including RFI responses, proposals, white papers, technology demonstration plans, and contract deliverables.
  • Support the planning, execution, data collection, evaluation, and assessment of system acceptance tests, technical demonstrations, and other technology or systems evaluation efforts.
  • Perform technology market research, trade studies, requirements analysis, and other engineering investigations, and develop white papers and decision papers as required.
Qualifications
  • SENIOR LEVEL: 10+ years of relevant experience and a STEM BS degree or 7 years relevant experience and a MS degree in systems engineering.
  • MID LEVEL: 3-10 years' relevant experience and a STEM BS degree
  • Experience in providing full life cycle systems engineering support to large, complex programs
  • Familiar with DHS or DoD Acquisition Lifecycle Framework (ALF)
  • Familiar with DHS Systems Engineering Life Cycle (SELC) framework
  • Experienced in requirements analysis
  • Experience in developing engineering plans, trade studies, CONOPS documents, and decision papers
  • Knowledge of a broad spectrum of technical fields and engineering disciplines
  • Strong problem-solving skills, organizational skills, communication skills, and leadership skills
  • Self-motivated, proactive, independent performer who can perform well in a collaborative, team environment
  • Ability to travel out of state on a monthly basis.
  • All position require eligibility to acquire CBP BI, for which you must be a U.S Citizen. Highly Preferred: Active U.S. Customs and Border Protection (CBP) BI
  • This position will require travel.
  • This position is contingent upon completion of CBP BI and customer approval

Target salary range: $123,000 - $180,000
