VPD Government Solutions is seeking a Senior Acquisition Policy Advisor in Washington, DC. The role supports the Department's Office of Acquisition Management to align acquisition regulations with the Revolutionary FAR Overhaul (RFO) and related policy changes.

The position requires a 4-year degree or higher, a Master’s degree preferred, 10+ years in federal acquisition policy, and experience as a Contracting Officer. Hybrid work setup and competitive base pay are offered.

Description

The Department of Commerce's Office of Acquisition Management (OAM) is seeking a Senior Acquisition Policy Advisor to support the Department's effort to update its acquisition regulations, policies, and procedures in alignment with codified changes to the Federal Acquisition Regulation (FAR) resulting from the Revolutionary FAR Overhaul (RFO). This role will work closely with the Director of OAM, who serves as the Department's Procurement Executive, to assess, plan, and draft the policy updates needed to bring DOC's acquisition framework into alignment with the RFO.

Responsibilities
  • **Conduct a comprehensive assessment** of the changes required to align DOC's existing acquisition regulations, policies, and procedures with the RFO.
  • **Develop and finalize a plan** for updating DOC's acquisition regulations, policies, and procedures based on the assessment findings.
  • **Draft updates** to existing DOC acquisition regulations, policies, and procedures, incorporating RFO-driven requirements and ensuring operational feasibility across all six acquiring operating units.
  • Ensure all work complies with applicable acquisition-related statutes, executive orders, regulations, and guidance, including but not limited to:
    • United States Code (U.S.C.)
    • Code of Federal Regulations (C.F.R.)
    • The President's Management Agenda
    • Executive Orders
    • OMB Circulars
Requirements
Qualifications
  • Direct experience **serving in a Contracting Officer role**, with demonstrated ability to translate policy into operational practice.
  • Demonstrated ability to interpret and operationalize changes to the Federal Acquisition Regulation (FAR) and related statutory/regulatory frameworks.
  • Strong working knowledge of the U.S. Code, Code of Federal Regulations, President'sManagement Agenda, Executive Orders, and OMB Circulars as they relate to federal acquisition.
  • Excellent analytical, writing, and communication skills, with the ability to draft clear, legallysound policy and procedural documents.
  • Experience working with or within a large federal department or multiple subordinate acquiring organizations is preferred.
Education and Experience
  • Master's Degree (or commensurate experience with Bachelor's degree or certifications)
  • 10+ years of extensive experience developing and applying federal acquisition policy.
