Job summary

The New York City Housing Development Corporation (HDC) is seeking a Senior Project Manager for Architecture & Engineering to lead inspections and oversee rehab projects across NYC. You will review Reserve for Replacement requests, manage agents, and monitor construction for occupied rehabs, ensuring safety and long-term portfolio sustainability.

Qualifications

• Bachelor's degree in architecture, engineering or construction management.
• 7+ years of relevant experience.
• Knowledge of NYC building codes and multi-family construction.
• Excellent written and verbal communication; ability to prepare detailed reports.
• Proficiency with Microsoft Office.

Responsibilities

• Perform comprehensive Annual Physical, Reserve for Replacement (RFR), LIHTC, and Insurance inspections of projects in HDC's portfolio.
• Perform comprehensive Annual Physical inspections of NYCHA PACT and TRUST portfolio.
• Conduct inspections per NSPIRE standards.
• Analyze building conditions, energy efficiency, and storm resiliency.
• Process RFR requests for project capital needs.
• Evaluate performance and maintenance of managing agents.
• Prepare reports describing findings and recommendations.
• Review owner responses to findings and remediation proposals.
• Complete plan and cost reviews of rehab scopes with financing team.
• Monitor construction progress and review requisitions for rehab projects.
• Monitor rehab progress for NYCHA PACT and TRUST portfolios.
• Participate in evaluating initiatives affecting portfolio strength.
• Represent HDC in interactions with borrowers and partners.
• Mentor junior staff in A&E team; train new employees.
• Develop new procedures with senior A&E staff.
• Oversee third-party consultants.
• Travel frequently across NYC via mass transit or company vehicle.
