Job summary

New York City Housing Development Corporation (HDC) is the nation's largest municipal Housing Finance Agency. They seek a Senior Project Manager, Architecture & Engineering to lead inspections, design reviews, and rehab cost evaluations for a broad housing portfolio in NYC.

The role reports to the VP of A&E in Asset Management, with responsibility for mentoring staff, coordinating with stakeholders, and ensuring safety and long-term sustainability of properties.

Qualifications

• Bachelor's degree in architecture, engineering, or construction management.
• 7+ years of relevant experience in architecture, engineering, or construction management.
• Knowledge of NYC building codes and multi-family residential construction, HVAC, plumbing, electrical systems.
• Strong analytical skills for evaluating building conditions and compliance.
• Excellent written and verbal communication abilities.
• Ability to prepare detailed reports for management and stakeholders.
• Proficiency in Microsoft Office productivity tools.

Responsibilities

• Perform comprehensive Annual Physical, Reserve for Replacement (RFR), LIHTC, and Insurance inspections of projects in HDC's portfolio.
• Perform comprehensive Annual Physical inspections of NYCHA PACT and TRUST portfolio.
• Conduct inspections in accordance with NSPIRE standards.
• Analyze and assess building conditions, energy efficiency, and storm resiliency.
• Process Reserve for Replacement Requests for project's capital needs.
• Evaluate the performance, compliance, and maintenance practices of managing agents.
• Prepare written reports describing findings and recommendations for management and ownership.
• Review owner responses to findings and proposed remediation.
• Complete plan/cost reviews of rehabilitation scopes of work.
• Monitor construction progress and review construction requisitions for rehab projects.
• Monitor construction progress of NYCHA PACT and TRUST portfolios undergoing rehab.
• Participate in evaluating initiatives affecting portfolio strength and risks.
• Interact with borrowers and partners as HDC's representative.
• Mentor junior staff and train new employees.
• Collaborate to develop procedures in the A&E Division.
• Oversee third-party consultants.
• Travel throughout NYC boroughs by mass transit or company vehicle.
