Job summary

Hampshire County Council is seeking a Strategic Manager for SEND Commissioning & Assurance to shape high-quality education provision for children and young people with SEND across the county. You will lead commissioning, assurance and market development, working with partners across education, health and social care to secure value for money and robust governance.

Qualifications

• Significant experience leading strategic and operational commissioning within a complex environment.
• Strong understanding of independent and alternative SEND provision and procurement contexts.
• Proven ability to develop commissioning strategies that improve outcomes and provide value for money.

Responsibilities

• Lead end-to-end commissioning, contract management and quality assurance of independent and alternative SEND provision.
• Develop commissioning strategies and creative solutions to strengthen local provision and sufficiency.
• Collaborate with providers, procurement, finance, legal and other partners to identify needs and deliver effective commissioning solutions.
• Drive market development, supplier engagement and commercial activity to secure best value.
• Provide strategic oversight of provider performance, contractual compliance and governance.
• Lead strategic projects and service improvements, developing a high-performing team.
