Job summary

Serco Inc. in Washington, DC area seeks an experienced Facility Security Officer to administer the National Industrial Security Program for Navy and other U.S. Government contracts.

You will advise leadership, maintain security records, and prepare for DCSA reviews while ensuring compliance with NISPOM and DoD regulations. This role oversees personnel security, DD254 compliance, insider threat, and security education, coordinating with program teams and government customers to sustain secure

Qualifications

• An active Secret clearance is required.
• US citizenship is required.
• Bachelor's degree or equivalent combination of education and experience.
• 8 years of Facility Security Officer experience with cleared government contracts.
• Experience administering a NISPOM-compliant security program.
• Experience with Department of the Navy/DoD or federal customers.
• Working knowledge of DISS and other government security systems.
• Experience with DD254 reviews and classified contract administration.
• Strong knowledge of NISPOM, DCSA guidance, and security procedures.
• Strong communication, organizational, and customer service skills.
• Ability to manage multiple priorities in a fast-paced environment.
• Must obtain FSO Program Management for Possessing Facilities certification within 6 months.

Responsibilities

• Industrial Security Program Management: administer and maintain security program per NISPOM and DCSA.
• Serve as designated FSO and primary contact with DCSA.
• Maintain security records and accreditation documentation.
• Prepare for DCSA reviews, self-inspections, and corrective actions.
• Ensure DD254 compliance and customer security directives.
• Personnel Security: manage cleared employees’ security activities.
• Process and maintain clearances in DISS and related systems.
• Submit and adjudicate visit requests and verifications.
• Conduct security briefings, debriefings, indoctrinations, and exit processing.
• Support onboarding, reinvestigations, reporting, and separations.
• Classified Contract Support: review solicitations for security requirements.
• Collaborate with program teams to implement contract security requirements.
• Provide security guidance for proposals and new business captures.
• Coordinate classified meetings and secure workspace requirements.
• Security Education and Awareness: deliver training and refresher programs.
• Insider Threat and Incident Management: support Insider Threat Program, document incidents, coordinate reporting.
• Customer and Leadership Engagement: maintain Navy/DCSA relationships and advise on risk and compliance.
• Assist leadership during audits, inspections, and customer engagements.
