Job summary

Expert Technology Services in Phoenix, AZ is seeking an experienced Scrum Master with a strong technical background to lead Agile delivery for a large-scale, multi-phase greenfield tax system implementation.

This role will guide teams through a Waterfall-to-Agile transformation, manage complex dependencies, and support successful program execution.

Qualifications

• 10+ years of experience in large, complex multi-phase implementations (tax/enterprise platforms preferred).
• 3-5+ years of Scrum Master experience in software environments.
• Proven success leading Agile transformations and Waterfall-to-Agile transitions.
• Experience managing dependencies for large-scale enterprise implementations.
• Strong technical background; prior software development experience preferred.
• Excellent communication and stakeholder management.

Location: Phoenix, AZ (Primarily Remote, occasional onsite meetings)
Client: AZ Department of Revenue (AZDOR) - Agency Support Division (ASD)

We are seeking an experienced Scrum Master with a strong technical background to lead Agile delivery for a large-scale, multi-phase greenfield tax system implementation. This role will be instrumental in guiding teams through a Waterfall-to-Agile transformation, managing complex dependencies, and supporting successful program execution.

Key Responsibilities:

• Lead Scrum ceremonies and Agile delivery practices.
• Coach and mentor teams transitioning from Waterfall to Agile.
• Act as a liaison between the Agile team, stakeholders, vendors, and leadership.
• Identify and remove impediments, including integration and vendor-related blockers.
• Support Product Owners with backlog management, prioritization, and process improvements.
• Track dependencies and ensure transparent communication across teams.

Required Qualifications:

• 10+ years of experience in large, complex multi-phase system implementations (tax, financial, or enterprise platforms preferred).
• 3-5+ years of Scrum Master experience in software development environments.
• Proven success leading Agile transformations and transitioning teams from Waterfall to Agile.
• Experience managing dependencies for large-scale enterprise implementations.
• Strong technical background; prior software development experience is highly preferred.
• Excellent communication, stakeholder management, and change management skills.

Preferred Qualifications:

• Experience in Public Sector, Tax, Financial Services, or FinTech environments.
• Experience with Jira, Azure DevOps, or similar Agile tools.
• Experience with COTS product implementations.
• Knowledge of data integration, conversion, migration, and data quality management.
• Experience serving as both a Scrum Master and Software Developer.
