Hybrid - On Site and Telework (Must live in Austin TX area)

I. DESCRIPTION OF SERVICES

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected.

Understands business objectives and problems, identifies alternative solutions, performs studies and cost/benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system. Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be summarized, and formats for reports.

Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

The Scrum Master is responsible for facilitating Agile delivery, enabling high‑performing cross‑functional teams, and ensuring consistent application of Scrum principles and practices. This role supports delivery of enterprise data, analytics, and modernization initiatives by fostering collaboration, transparency, and continuous improvement.

The Scrum Master serves as a servant‑leader and coach to the product owner, development team, and stakeholders, removing impediments, promoting Agile best practices, and ensuring alignment with program and organizational goals.

II. CANDIDATE SKILLS AND QUALIFICATIONS

• Required: 8+ years experience serving as a Scrum Master for Agile teams delivering technology or data platforms.
• Required: 8+ years experience facilitating Sprint Planning, Daily Stand‑ups, Sprint Reviews, and Retrospectives.
• Required: 8+ years experience identifying, tracking, and removing impediments impacting team delivery.
• Required: 8+ years experience coaching teams on self‑organization, accountability, and continuous improvement.
• Required: 8+ years experience using Agile lifecycle management tools (e.g., Jira).
• Required: 8+ years experience supporting reporting on velocity, sprint metrics, and delivery progress.
• Required: 8+ years experience working in enterprise or large‑scale IT initiatives.
• Preferred: 4+ years experience working on state or government technology projects.
• Preferred: Scrum Master certification (CSM, PSM, or equivalent).

Note: Expected Start Date 05/18/2026 and Expected End Date 08/31/2026. May be renewed up to 3 years.

Position will be Hybrid - On Site and Telework. Program will only allow candidates who are local to the Austin area (within 50‑mile radius). Position will be 3 days remote with 2 days (Mondays, Thursdays) required to be on‑site Austin, TX 78701.

Normal business hours are Monday through Friday from 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed. The worker may be required to work outside the normal business hours on weekends, evenings, and holidays, as requested.
