Responsibilities
- Provide program direction for all aspects of Scratch-Off product portfolio
- Manage all activities related to Scratch-Off product lifecycles, including planning, strategy, research, industry benchmarking, game creation, design, prize structure, working papers, rules, promotions, POS material, indexing, vendor and stakeholder collaboration, market launch, sales, performance analysis, forecasting, and closing
- Develop and implement strategic plans and sales goals to maximize portfolio performance
- Manage portfolio budget
- Serve as subject matter expert for all Scratch-Off products
- Supervise assigned staff: assigning work, monitoring progress, training, evaluating, and updating staff on portfolio information
- Manage contracts for Scratch-Off products, warehousing, and ticket distribution
- Ensure vendors meet service level agreements, develop contract monitoring plans, enforce contract components, establish vendor performance measures, and maintain key vendor relationships
- Consult and provide information to parties involved with contracts
- Lead key functions in the contract rebid process such as Requests for Proposals, bid evaluation, and implementation of new vendors and products
- Perform other duties and special projects as directed
Qualifications
- 5 years training or experience in business administration, management, or public administration; or completion of an undergraduate core program in these fields plus 36 months training/experience in supervisory, administrative, or managerial position; or completion of an undergraduate core program in a field commensurate with the program area plus 36 months training/experience involving planning, research, or policy/procedure development; or 1 year experience as Program Administrator 2, 63123; or equivalent of Minimum Class Qualifications for Employment
