Job summary

JOHN SWETT UNIFIED SCHOOL DISTRICT is seeking an experienced Human Resources Manager to plan, organize and coordinate personnel services for certificated and classified staff. You will serve as Credential Analyst, interpret policies, and ensure compliance with Education Code and collective bargaining agreements.

Responsibilities include recruitment, credentialing, records maintenance, and data reporting. Requires strong ethics, confidentiality, and knowledge of CA personnel law; bilingual

Qualifications

• Bachelor’s degree in human resources, Public Administration, or other related field required; Master’s degree preferred.
• Four years of responsible and varied technical public personnel experience, including at least two years in a California public school district.
• Must possess a valid California Driver's License.
• Bilingual (Spanish) preferred.

Responsibilities

• Plan and direct a program for selection of qualified personnel.
• Prepare and distribute recruitment materials and participate in recruitment/job fairs.
• Oversee screening of candidates, exams and scheduling interviews for vacant positions.
• Establish and maintain seniority listings for classified and certificated employees.
• Serve as the responsible party for creation and maintenance of all personnel information.
• Create personnel agenda items for Board of Education and follow through on actions.
• Maintain permanent personnel records, including evaluations, TB clearances, fingerprint reports and credentials.
• Input data to district and county systems for personnel, credential and budget screens.
• Research, compile, and distribute a variety of reports.
• Provide information and assistance to staff and applicants on procedures, salary, retirement, benefits, etc.
• Develop data from district and external research.
• Support legal and contractual obligations related to personnel.
• Interpret policies and procedures for employees, supervisors, admins and the public.
• Assist with labor negotiations and serve as SME on collective bargaining agreements.
• Train as backup to Payroll Technician for Workers' Compensation duties.
• Oversee credentialing for certificated employees and processing of credentials.
• Prepare reports for the Superintendent or regulatory bodies.
• Compose correspondence on personnel transactions and create special projects.
