JOB SUMMARY
Under the direction of the superintendent or designee, plans, organizes and coordinates classified and certificated personnel services in compliance with State Education Code, Federal guidelines, and collective bargaining agreements. Serve as Credential Analyst for certificated employees. Responsible for independent decisions governed by existing policies. Consistent ethical behavior and the ability to maintain strict confidentiality when required is essential.
DUTIES AND RESPONSIBILITIES
- Plan and direct a program for selection of qualified personnel
- Prepare and distribute recruitment materials and participates in recruitment/job fairs
- Oversee and coordinate screening of candidates, creation and administration of performance, written, technical and oral examinations and scheduling of interviews for vacant positions
- Establish and maintain seniority listings for classified and certificated employees
- Serve as the responsible party for creation and maintenance of all personnel information
- Create personnel agenda items for Board of Education and follows through on any action
- Responsible for preparation and maintenance of permanent personnel records for district employees, including, evaluations, TB clearances, fingerprint reports and credentials
- Responsible for data input to District and county wide computer systems for personnel, credential and budget screens
- Research, compile, assemble, and distribute a variety of reports
- Provides a wide variety of information and assistance to district staff and applicants regarding employment procedures, salary, retirement, benefits, etc.
- Develops data from research within the district and from other districts
- Provide support on legal and contractual obligations related to personnel
- Interpret District, State and Federal policies, rules, regulations, and procedures for employees, supervisors, administrators and the public
- Assist with the labor negotiation process
- Serve as a subject matter expert on collective bargaining agreements
- Train as backup to Payroll Technician for Workers' Compensation and other duties as necessary
- Oversee credentialing for certificated employees
- Provide necessary processing for issuance and renewal of certificated credentials
- Compile and prepare any reports necessary for the Superintendent or regulatory body
- Independently compose correspondence on a variety of subjects pertaining to personnel transactions
- Create and maintain special projects such as handbooks, development of forms, written procedures, annual reports
- Attend conferences and workshops to stay abreast of trends and practices in the personnel field
- Performs other duties as assigned
QUALIFICATIONS
Knowledge of:
District policies and procedures as they apply; California Education Code, Title 5, and other state and federal laws and guidelines relating to school district personnel; techniques and procedures of school personnel administration including recruiting, examining, classification, and compensation; California credential rules and regulations; all employee contracts (CSEA/JSEA/ Confidential MOU/Administrative); correct English usage, grammar, spelling, punctuation, and vocabulary; oral and written communication skills; interpersonal skills, using tact, patience, and courtesy; principals of modern office practices and procedures.
Abilities:
- Sufficient vision to read printed material
- Sufficient hearing to hear conversations in person and on the telephone
- Ability to speak in an understandable voice with sufficient volume to be heard in normal conversation and on the telephone
- Ability to establish and maintain cooperative working relationships with others
- Ability to maintain confidentiality in all personnel matters
- Ability to exert up to 20 pounds of pressure to lift, carry, push, pull, or otherwise move objects
- This type of work requires occasional or frequent standing, walking, sitting, twisting, reaching, and kneeling for extended periods of time
- Sufficient manual dexterity and/or mobility to grasp and/or manipulate objects, operate mechanical equipment, and move about the work area
EDUCATION AND EXPERIENCE
- Bachelor’s degree in human resources, Public Administration, or other related field required; Master’s degree preferred
- Four years of responsible and varied technical public personnel experience, including at least two years of experience in a California public school district
- Must possess a valid California Driver's License
- Bilingual (Spanish) preferred
