Job summary

The NYC Department of Environmental Protection (DEP) is seeking a SCADA Support Specialist for its Bureau of Wastewater Treatment. This role leads SCADA system support across facilities, handling network, security, backup, and data management, with travel to other sites as needed.

You will be the SME for SCADA, coordinating with field technicians and IT to ensure reliable operation and ongoing upgrades of telemetry equipment and control systems.

About BWT:

The Bureau of Wastewater Treatment (BWT) operates and maintains critical wastewater infrastructure across all five boroughs, including 14 Wastewater Resource Recovery Facilities, over 90 pumping systems, combined sewer overflow facilities, and more. BWT is undergoing a digital transformation focused on four pillars: SCADA Support and Development, IT Support and Cybersecurity, Asset Management, and Application Development. This transformation aims to modernize operations and improve resilience, efficiency, and data-driven decision-making.

Under the supervision of the Section Chief of SCADA Support, the selected candidate will serve as a SCADA Support Specialist for the specified BWT wastewater Treatment facilities. The SCADA Support specialist will be the subject matter expert (SME) on the facilities' SCADA system and associated components such as network, security, backup, and data management.

Key Responsibilities will include but not limited to:

• Provide technical support for SCADA systems, including troubleshooting and problem resolution.
• Assist with the design, implementation, and maintenance of SCADA systems.
• Configure and test SCADA software and hardware to ensure proper functioning.
• Collaborate with cross-functional teams to identify and resolve issues with SCADA systems.
• Oversee and provide day-to-day maintenance and support of all components related to the facilities’ OT environment.
• Responsible for the configuration, installation, support and maintenance for all monitoring and control equipment including, electronic sensing devices, Remote Terminal Units (RTUs), Programmable Logic Controllers (PLCs), Human Machine Interfaces (HMI), data communications equipment and services, computer hardware, and other telemetry devices.
• Work with third party vendors/contractors to ensure proper installation, reliability, accuracy, and maintenance of all computer hardware and supporting control systems associated with Supervisory Control and Data Acquisition (SCADA) system.
• Work with field technicians and I.T. divisions to support operation and upgrades of the telemetry equipment and communications infrastructure.
• Coordinate with operating and maintenance personnel to provide for proper calibration, repair and maintenance of sensors, instruments, and telemetry equipment.
• Maintain the facility’s network devices, data backup, anti-virus, patch management, and PLC backup systems. Troubleshoot and resolve computer system issues (HW/SW).
• Maintain documentation of SCADA systems and processes.
• Apply and maintain local security and cyber-security protocols and standards establish by the I.T. management group.
• Travel to and support SCADA systems at other facilities as required.

IT AUTOMATION AND MONITORING E - 95712

Minimum Qualifications

1. A baccalaureate degree in computer science, engineering or a related field from an accredited college and four years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure; or

2. Eight years of satisfactory full-time experience related to IT automation engineering, monitoring engineering, management of infrastructure;

3. Education and/or experience which is equivalent to '1' or '2' above.

Preferred Skills

• Strong understanding of PLCs and automation systems
• Excellent problem-solving and communication skills
• Ability to work independently and as part of a team
• Experience with Allen Bradley Equipment / Rockwell Automation is a plus (ControlLogix, CompactLogix, Rockwell Studio 5000)
