The solid waste collection program encompasses several separate and distinct solid waste collection program segments. These include: Two (2) Collection Programs; One (1) Bulk Collection Program; One (1) Supercan Program; Dead Animal Collection Program and a city-wide Recycling Collection Program.

Job Summary

This is a standard position description for Sanitation Supervisor in the Solid Waste Collection Division (SWCD), Solid Waste Management Administration, Department of Public Works. The solid waste collection program encompasses several separate and distinct solid waste collection program segments. These include: Two (2) Collection Programs; One (1) Bulk Collection Program; One (1) Supercan Program; Dead Animal Collection Program and a city-wide Recycling Collection Program. Incumbent is responsible for supervising three (3) or more crews responsible for solid waste collection functions and are assigned to any one of the Branches in the Division. In nearly all of the cases each of the crews includes at least four (4) employees for a total of at least twelve employees supervised by the incumbents.

Duties And Responsibilities

Supervises the activities of three (3) or more crews of twelve (12) or more employees, including truck drivers and sanitation workers. Plans daily, weekly or monthly work schedules and sequence of operations for subordinates engaged in the functions and activities of the Solid Waste Collection Division as well as the Division employees engaged in snow and ice activities, special events and community activities. Exercises the full range of supervisory functions and activities over the crews that have been assigned. Adjusts work assignment, crew assignments and route configurations, based on the reports of specific needs in specific neighborhoods or along specific routes. Conducts roving checks of crews by touring the assigned routes since they are not only dispersed throughout various sections of the city but are also constantly on the move as they travel through each of their respective routes. Provides on the job instructions on safe and efficient work methods and approaches. Counsel employees on work performance and develop appropriate performance improvement plans. Initiates promotions, reassignments, disciplinary actions, reprimands, and terminations. Hears and resolves informal complaints through discussions with employees and if appropriate union representatives. Ensures that daily inspections are made of the equipment, vehicles and other tools by crew members assigned these functions, which includes oil, radiators, tires, fuel levels and overall operational condition.

Licenses and Certifications

The incumbent must possess a valid Commercial Driver's License (CDL)

Work Conditions/Environment

Incumbent work indoors and outdoors in all weather conditions. Incumbent is subject to traffic hazards when touring areas, and to danger from automobile traffic while walking or standing in streets. Incumbent is also subject to dust, dirt, noise, fumes, and the hazards of working with refuse.

Position Designation

This position has been designated as safety sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.

Essential Designation

This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations. Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
