The Department of Public Works (DPW) in Washington, DC oversees the Solid Waste Management Administration (SWMA) and the Solid Waste Disposal Division (SWDD) to collect, dispose of solid waste, and enforce related laws while keeping DC streets clean.

The incumbent provides policy and program analyses, assists with regulatory recommendations, and coordinates contract administration and e-invoicing for SWDD hauling, disposal, and services, including the Benning Road Transfer Station project.

  • To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Job Summary

This position is located in the Department of Public Works (DPW), Solid Waste Management Administration (SWMA), Solid Waste Disposal Division (SWDD). The mission of the Solid Waste Management Administration is to collect and dispose of solid waste and enforce compliance with solid waste-related laws and regulations and clean D.C.’s streets and alleys.

Duties And Responsibilities

Incumbent provides a broad range of policy and program analyses, reviews, and technical advice to the two Transfer Stations operated by the Department. Incumbent assists in preparing legislative and regulatory recommendations based on program mandates and work with the Office of the General Counsel to ensure regulatory codes are adhered to regarding residential disposal and commercial hauling requirements. Incumbent ensures compliance with transloading agreements and authors code revisions to address issues or improvements to the transfer stations for enactment into District of Columbia law.

In collaboration with the Office of Contract and Procurement and the Solid Waste Management Administration Budget Office, incumbent serves as the Contract Administrator Alternate for SWDD hauling, disposal, and service contracts. Incumbent also act as the E-Invoice Contract Administrator in the PASS system, handling invoice review, reconciliation, and payment approval. Additionally, incumbent serves as the Contract Administrator for all contracts related to the construction and maintenance of the new Benning Road Transfer Station Zero-Waste Campus.

Work Conditions/Environment

The work environment involves everyday risks or discomforts of working in a dirty environment, which require normal safety precautions typical of offices and meeting rooms as well as in the elements and waste areas. The work area is adequately lighted, climate controlled and ventilated. Visits to field operations are required.

Collective Bargaining Unit (Non-Union): This position is not in the Collective Bargaining Unit

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable.

Essential Designation: This position has been designated as an essential employee position under the provisions of the District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operation, food distribution, and communications. These duties may be performed when the government is closed or when most employees are dismissed early. Critical District government operations cannot be suspended or interrupted during emergency situations.

Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment.
