Job Details: Job Location: Edmonds - 19807 80th Pl W - Edmonds, WA, Position Type: Full Time, Education Level: 2 Year Degree, Salary Range: $88000.00 - $88000.00Salary, Travel Percentage: Up to 25%, Job Shift: Any, POSITION SUMMARY: The Program Director provides leadership and oversight of a SAMHSA-funded program, ensuring effective program operations and compliance with grant requirements, organizational policies, and applicable federal and state regulations. This position supervises program staff, monitors service delivery and performance outcomes, manages program resources, and develops community partnerships. The Program Director is also responsible for ensuring grant objectives, reporting requirements, and program deliverables are met while supporting continuous quality improvement and positive outcomes for the individuals and communities served. ESSENTIAL JOB FUNCTIONS: Partnership Strategy and Executive Relationship Management: Develop and lead the program’s partnership strategy to support contract deliverables, participant needs, and organizational growth. Identify, prioritize, and cultivate high-impact partnerships with service providers, employers, community-based organizations, and government stakeholders. Lead partnership negotiations, define collaboration models, and set partnership performance expectations aligned with contract outcomes. Draft, negotiate, and finalize partnership terms, including MOUs/partner agreements, for review and signature by authorized WestCare signatory when required. Emphasize outreach, partnership development, and relevant program leadership. Keep program oversight primary, with limited, nonclinical peer-support duties. Represent OMF/NMA in strategic meetings and coalitions; maintain executive-level partner relationships to improve service access and referral effectiveness. Evaluate partnership opportunities and make recommendations to leadership regarding strategic alignment, risk, and expected impact. Case Management Leadership and Oversight (Administrative / Executive Duty) Provide direct supervision, coaching, and performance management for case management staff and related support roles as assigned. Establish standards for participant intake, assessment, service planning, documentation, follow-up, and outcome tracking consistent with contract requirements and WestCare policies. Conduct regular file reviews and quality assurance checks; identify training needs and implement corrective action plans to ensure compliance readiness. Lead case conferencing and service coordination meetings to ensure appropriate referrals, warm handoffs, and timely service delivery. Coordinate with fiscal/operations staff on processes related to allowable support, documentation requirements, and audit readiness. Maintain working knowledge of required reporting, documentation standards, privacy/confidentiality requirements, and monitoring expectations. Program Operations, Leadership, and Compliance Support program planning, implementation, and performance management to achieve contract deliverables and outcome targets. Collaborate with leadership on staffing models, training plans, coverage strategies, and operational workflows. Identify operational risks and implement mitigation strategies that protect participant services and contract performance. Support proposal development and partner engagement for new funding opportunities as directed. Ensure staff adheres to confidentiality, ethical standards, and WestCare policies, model professional leadership, and accountability. Limited Direct Service (As Needed) May provide direct case management services on a limited basis to maintain continuity, coverage, or for high-need cases, particularly during staffing transitions or surge periods. Ensures any direct service work is documented appropriately and consistent with program standards. Qualifications: EDUCATION and/or EXPERIENCE: Associate's degree in the Social Sciences or related fields Master’s Degree Preferred; with an alternative based on relevant work experience, training, and lived experience. Strong independent judgment and decision-making ability on matters of significance affecting program operations and partner relationships. Strong written and verbal communication skills, including the ability to negotiate, present, and represent the organization in partner settings. Strong organizational skills and ability to manage multiple priorities, deadlines, and stakeholder relationships. Proficiency with standard office technology and ability to use program systems (referral platforms, databases, reporting tools) as required. Veteran/military cultural competency preferred; experience serving veterans, service members, and military families strongly desired.
