Job summary

Overture Partners is seeking an experienced IT Project Manager to lead a large-scale modernization initiative focused on an integrated licensing, permitting, and inspection platform built on Salesforce.

You will coordinate across business operations, technical delivery teams, and external vendors to ensure on-time delivery, budget adherence, and high-quality outcomes aligned with organizational goals.

Qualifications

• Minimum 58 years of IT project management experience (as stated in Must Haves).
• Experience overseeing end-to-end software development and implementation.
• Ability to develop detailed project plans, milestones, and resource estimates.
• Strong risk management and issue resolution capabilities.
• Experience managing external partners, vendors, and stakeholders.
• Budget monitoring, vendor invoicing, and contractual deliverables oversight.
• Familiarity with both Agile/Scrum and traditional project management methods.
• Excellent communication, presentation, and leadership skills in a matrixed environment.

Responsibilities

• Define project scope and objectives with leadership and stakeholders.
• Develop and maintain project documentation (charters, plans, status reports).
• Manage schedules, dependencies, and milestones across workstreams.
• Monitor delivery performance, budgets, and KPIs, reporting to senior leadership.
• Coordinate cross-functional teams and external vendors to ensure alignment.
• Identify risks, escalate issues, and coordinate mitigation across the organization.
• Support governance activities, architecture assessments, and compliance reviews.
• Lead testing, acceptance, and sign-off of delivered functionality.
• Ensure proper access, resources, and licenses for project team members.
• Monitor vendor performance and financials, communicating risks to leadership.
