About the role

Reporting to the Regional Safety Manager and Facility Manager, the Safety Program Manager is responsible for leading, implementing, and sustaining a comprehensive Safety, Health, and Environmental (SHE) program aligned with Reworld standards. This facility-level industrial EHS leadership role emphasizes OSHA compliance, safety management, environmental stewardship, and daily partnership with operations and maintenance teams. At Reworld, safety is our core value and the foundation of everything we do. As a leader in sustainable waste solutions and renewable energy generation, we are committed to protecting our employees, communities, and the environment while delivering safe, reliable, and responsible operations. The Safety Program Manager plays a critical role in advancing that commitment through operational excellence, compliance leadership, and a culture of continuous improvement. This facility-level role spans strategic, tactical, and transformational safety leadership, including regulatory compliance, safety policy implementation, training, incident investigation, OSHA Voluntary Protection Program (VPP) activities, and continuous improvement initiatives. In addition to managing the facility’s safety program, the incumbent oversees employee safety training and supports the daily execution of safety and health activities to ensure safe, reliable, and compliant operations. This role may also support cross‑facility collaboration, mentor other Safety Program Managers, and participate in enterprise‑wide safety initiatives. This position is eligible for a sign‑on bonus.

Key Responsibilities
  • Lead and manage all aspects of the facility’s Safety, Health, and Environmental (SHE) programs, demonstrating a visible and personal commitment to safety excellence and injury‑free operations.
  • Ensure compliance with applicable OSHA 1910/1926 regulations, permits, and Reworld safety requirements, including OSHA Voluntary Protection Program initiatives where applicable.
  • Monitor program effectiveness through KPIs, audits, field observations, and inspections; implement corrective actions and continuous improvement initiatives.
  • Lead accident, near‑miss, first‑aid, recordable, vehicle, and contractor incident investigations, including scene security, medical response coordination, root cause analysis, and corrective action implementation.
  • Maintain complete, accurate, and compliant safety records, logs, reports, and regulatory documentation.
  • Manage the facility safety training program, including required training, alerts, bulletins, procedures, and contractor compliance requirements.
  • Educate, coach, and motivate employees and contractors on safe work practices while recognizing positive behaviors and addressing unsafe conditions and acts.
  • Partner with facility leadership to oversee contractor and temporary worker safety performance, qualifications, training, tools, and equipment.
  • Serve as the primary contact for occupational health and medical surveillance programs, including physical examinations, hearing conservation, respirator evaluations, and other required monitoring.
  • Support facility environmental compliance activities including inspections, permit requirements, reporting obligations, and applicable federal, state, and local regulations.
  • Lead safety committees and collaborate with cross‑functional teams to drive continuous improvement initiatives and strengthen safety culture.
Position Requirements
  • Bachelor’s degree preferred in Safety, Occupational Health, Environmental Science, Engineering, or a related discipline. Equivalent industrial experience will be considered.
  • Two to four years (2-4) or more years of occupational health and safety experience, preferably in industrial manufacturing, thermomechanical treatment (TTF) operations, power generation, utility, chemical processing, materials recovery, recycling, or other heavy industrial environments.
  • Working knowledge of OSHA 1910, OSHA 1926, and applicable state safety regulations.
  • Experience supporting operations and maintenance activities within an industrial facility strongly preferred.
  • Professional safety certifications such as ASP, CSP, OHST, or CHST are preferred.
Knowledge, Skills & Abilities
  • Self‑directed, action‑oriented leader with strong ethical standards and personal accountability.
  • Proven ability to lead through influence and achieve results independently and through teams.
  • Strong interpersonal, coaching, and communication skills.
  • Strong analytical and problem‑solving capabilities with a focus on operational excellence and risk reduction.
  • Ability to manage multiple priorities in a fast‑paced industrial environment.
  • Effective change agent who can challenge the status quo and drive meaningful improvement.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and Visio.
Physical Requirements
  • Ability to walk, stand, sit, and climb ladders and stairs.
