Job summary

State of Utah seeks a Safety Manager for the Utah San Rafael Energy Lab (USREL) to lead the environmental, health, and safety program. The role protects staff, contractors, visitors, and the environment while supporting research, testing, construction, and demonstrations.

The incumbent will develop safety programs, assess risk, lead investigations, coordinate training, and advise laboratory leadership. The position reports to the Lab Director and can stop work for imminent hazards.

Qualifications

• Ten or more years of progressively responsible safety experience in a laboratory, research, energy, or industrial environment.
• Bachelor’s degree in occupational safety, industrial hygiene, engineering, science, or related field.

Responsibilities

• Inspect and audit laboratories, high-bay and warehouse areas, utilities, construction activities; document findings and verify corrective actions.
• Review new experiments, equipment, chemicals, and facility modifications; facilitate job hazard analyses and change evaluations.
• Administer programs for chemical hygiene, hazard communication, PPE, respiratory protection, lockout/tagout, electrical safety, and spill response.
• Coordinate with Radiation Safety Officer on radiological training, postings, dosimetry, and procedures.
• Lead incident investigations, determine causes, prepare reports and notifications, and manage corrective actions.
• Deliver safety orientation, training, competency records, and emergency drills; coordinate with leadership and project teams.

Job Description

The Utah Office of Energy Development (OED) is seekinga Safety Manager to lead the environmental, health, and safety program at the Utah San Rafael Energy Lab (USREL). Theposition will protect employees, contractors, visitors, the public, and the environment while supporting research, testing, construction, anddemonstration activities. Itwill provide safety leadership for work involving hazardous chemicals, molten salts, compressed gases, high-temperature systems, electrical and mechanical equipment, radioactive materials, and industrial operations. The incumbent will develop programs, assess risk, lead incident investigations, coordinate training and emergency preparedness, and advise laboratory leadership and project teams. The Safety Manager will report to the Lab Director and have authority to stop work when an imminent hazard is identified.

USREL supports public- and private-sector energy research and demonstration projects. The successful candidate must work effectively across laboratory, industrial, construction, and field settings and with employees, contractors, partners, regulators, and emergency responders.

Key Responsibilities

• Inspect andaudit laboratories, high-bay and warehouse areas, utilities, construction activities, and partner work areas; document findings and verify corrective actions.
• Review new experiments, equipment, chemicals, and facility modifications before authorization; facilitate job hazard analyses, process hazard reviews, and management-of-change evaluations.
• Administer programs for chemical hygiene, hazard communication, personal protective equipment, respiratory protection, lockout/tagout, electrical safety, compressed gases, hot work, contractor safety, and spill response.
• Coordinate with the Radiation Safety Officer on radiological training, postings, material control, dosimetry, incident response, license conditions, and written procedures.
• Lead incident and near-miss investigations, determine causes, prepare required reports and notifications, and manage corrective and preventive actions.
• Deliver safety orientation, task-specific training, qualification programs, and emergency drills; maintain accurate competency records.
• Coordinate emergency preparedness with laboratory leadership, local responders, regulators, medical providers, and project partners.
• Monitor regulatory changes; coordinate with UOSH, Utah DEQ, fire authorities, insurers, and auditors; and maintain inspection-ready records.

Qualifications

Minimum

• Ten or more years of progressively responsible safety experience, including safety management in a laboratory, research and development, energy, or industrial environment.
• Bachelor’s degree in occupational safety, industrial hygiene, engineering, science, or a related field. Equivalent education and relevant experience may be considered.

Preferred

• Experience developing, implementing, auditing, and improving environmental, health, and safety programs.
• Working knowledge of UOSH or OSHA requirements and laboratory hazards, including hazardous chemicals, compressed gases, electrical safety, lockout/tagout, personal protective equipment, and emergency response.
• Experience leading incident and near-miss investigations, root-cause analyses, and corrective-action programs.
• Demonstrated ability to train employees, influence safe work practices, and communicate effectively with technical staff, contractors, regulators, and leadership.
• Professional certification such as Certified Safety Professional, Certified Industrial Hygienist, or Certified Hazardous Materials Manager is preferred. Radiological safety experience is also desirable.
