Job description

We are conducting a search for a new Safety Manager! We are seeking a proven leader with exceptional communication skills and a track record of success in safety management. The person selected will manage a small but dynamic team located at our headquarters in Lakewood, Washington.

Reporting to the Chief Administrative Officer, the Safety Manager manages the development and implementation of comprehensive safety policies, programs, tools, and systems as well as providing ongoing safety leadership to agency departments to ensure consistent application/compliance with agency policies/programs and systems.

As the Safety Manager at Pierce Transit, you will work with all departments to plan, organize and oversee a comprehensive safety program ensuring a safe work culture across the agency.

Pierce Transit employees participate in the Washington Public Employees’ Retirement System (PERS) administered by the Department of Retirement Systems (DRS). Employees must elect to participate in PERS Plan 2 or PERS Plan 3. Employees who have participated in the Tacoma Employee’s Retirement System (TERS) may elect to continue to participate in that system.

Employees in the PERS system do not pay the 6.2% Social Security tax but are still responsible for a 1.45% payment for Medicare.

Pierce Transit offers $5,000 per year (up to a total of $18,000) in Tuition Assistance after your one-year anniversary. Certifications, and career skills must be connected to a job at Pierce Transit.

Pierce Transit provides an ORCA Card benefit for each employee and a family member. This benefit provides free access to service on Pierce Transit, Sound Transit, Community Transit, Everett Transit, King County Metro, Kitsap Transit, Seattle Monorail, Seattle Streetcar, King County Water Taxi and Kitsap Foot Ferry.

PAID LEAVE:

Full-time Pierce Transit employees receive 11 paid holidays, 2 personal paid holidays, eligibility to earn 2 wellness days, 6 days of major sick leave, and 22 days of paid time off (PTO) per year. PTO accrual rates increase per policy.

Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties:

  • Supervises the work of assigned personnel, including assigning and reviewing work, providing guidance, and conducting performance evaluations.
  • Oversees, drafts, and implements strategies, policies, standard operating procedures, initiatives, best practices, and programs to integrate safety standards and practices across the organization.
  • Provides guidance surrounding the resolution of safety issues that require escalation and promotes a culture committed to safe operation and elimination of worker safety incidents.
  • Reviews loss control key indicators report comparing vehicle accident and work-related injury performance with goals. Determines why variances occur and participates in corrective action taken in response to each variance.
  • Collaborates with others to discuss, plan, and implement new and innovative projects, processes, and procedure to ensure accident prevention, loss reduction, safety, and security enhancements to the agency.
  • Conducts safety program audits to ensure compliance with agency policy and government regulations. Conducts and directs facility safety inspections.
  • Develops and reports safety metrics. Identifies trends, deficiencies, and effectiveness of safety programs. Prepares and presents performance reports and metrics to management, staff, Board of Commissioners, external agencies, community stakeholders, and the general public regarding Agency safety activities and programs.
  • Manages and administers the program's annual budget. Participates in budget forecasting for equipment, materials, and supplies. Reviews and approves expenditures.
  • Demonstrates reliable and consistent attendance.
  • Performs related work as required.

Minimum:

  • Bachelor's Degree in Safety Management or related field, and
  • Seven (7) years of experience in safety/risk program administration.
  • Experience may substitute for education on a year-for year basis.

Desired:

  • Public sector experience desired.
  • Transit or transportation industry experience desired.

Licensing, Certifications, and other Legal Requirements

Physical Requirements

  • The position involves light physical demands, such as exerting up to 40 lbs. of force occasionally, and/or up to 10 lbs. of force frequently, and/or a negligible amount of force constantly to move objects.
  • May occasionally need to move boxes from 5 to 40 pounds.

Working Conditions

  • This position may work in an office, warehouse, or shop environment. Occasional exposure to unpleasant environmental conditions and/or hazards.
  • Occasional outside work.
  • Individuals may be exposed to hazardous materials and loud noises.

Education
Any required education must come from an accredited college or university whose accreditation is recognized by the U S Department of Education or the Council for Higher Education Accreditation (CHEA) or foreign equivalent.
