Job summary

Critical Materials Group seeks a Safety and Compliance Officer to lead day-to-day safety, health, and regulatory programs across explosives manufacturing. Position Summary

The Safety Officer supports the day-to-day implementation, monitoring, and enforcement of CMG's safety, health, environmental, and regulatory compliance programs across explosives manufacturing operations. Working under the Director of Safety and Compliance, this role provides an active, on-the-floor safety presence: conducting routine inspections, monitoring compliance with established procedures, responding to and documenting incidents, delivering assigned training, and maintaining safety and regulatory records. The Safety Officer is a frontline resource for production and support personnel, promoting a strong safety culture and helping ensure daily operations conform to company policy, ATF and OSHA requirements, and applicable contractual and industry standards.

Key Responsibilities

• Conduct daily/shift-based safety walkthroughs of manufacturing areas, process bays, storage magazines, and support facilities; document findings and escalation deficiencies.

• Verify engineering controls, exclusion zones, grounding/bonding, static-control measures, in-process explosive limits, magazine occupancy, and quantity-distance (Q-D) requirements.

• Exercise stop-work authority on imminent hazards; secure the area and expedited to supervision and the Director without delay.

• Respond to accidents, injuries, near-misses, and spills; support incident investigation (evidence, photos, witness statements, root cause) and draft incident reports.

• Maintain ATF-required acquisition and disposition (A&D) records and daily summaries under 27 CFR Part 555; conduct and document routine explosive inventory checks and magazine inspections (27 CFR §§555.201–555.220).

• Support OSHA 29 CFR Part 1910 compliance (Lockout/Tagout, Hazard Communication, Respiratory Protection, Hearing Conservation, PSM where applicable); support OSHA 300/300A/301 recordkeeping.

• Support DOT hazardous materials compliance (49 CFR Parts 171–180) for Class 1 explosives — shipping papers, marking, labeling, placarding, packaging, and hazard classification support including interim hazard classifications (IHC).

• Assist in drafting, reviewing, and maintaining the facility's Site Safety and Health Plan (SSHP).

• Issue, inspect, and track PPE; administer permit systems (hot work, confined space, energized work); support Job Hazard Analysis (JHA) reviews.

• Deliver assigned safety/compliance training (new-hire orientation, toolbox talks, refreshers); maintain training and regulatory records in the safety management information system (SMIS).

Qualifications

Required

• Associate's degree in Occupational Safety & Health, Industrial Hygiene, Chemistry, a physical science, or closely related field (Bachelor's preferred; equivalent experience considered).

• Minimum 3 years of occupational safety experience, including at least 1 year in explosives manufacturing, ordnance, ammunition, energetic materials, or comparable high-hazard manufacturing.

• Familiarity with ATF recordkeeping (A&D logs, magazine inspections) and OSHA recordkeeping/inspection practices.

• OSHA 30-Hour General Industry Outreach Training (required, or obtainable within 6 months of hire).

• First Aid / CPR / AED certification (required, or obtainable shortly after hire).

• DOT Hazardous Materials (49 CFR) function-specific and general-awareness training (required within 90 days of hire; recurrent every 3 years).

• Must satisfy ATF eligibility requirements to serve as an employee possessor of explosive materials under 27 CFR Part 555.

Preferred

• Hands-on experience conducting facility safety inspections, incident investigations, and delivering safety training.

• Associate Safety Professional (ASP) or Occupational Health & Safety Technologist (OHST), with commitment to pursue Certified Safety Professional (CSP).

• HAZWOPER (29 CFR 1910.120) training.

Working Conditions & Physical Demands

• Majority of workday in active manufacturing and explosives storage areas at the Talpa, TX campus; PPE required (FR clothing, anti-static footwear, hard hat, safety glasses, hearing protection).

• Shift, weekend, or on-call coverage; physical ability to stand/walk/traverse uneven terrain, occasionally lift up to 50 lbs, access confined spaces and elevated platforms, and respond to emergencies outside normal hours.

• Occasional travel (up to ~10%) for training, certification, or industry activities.

Clearance & Compensation

• Clearance: Not specified as requiring a federal security clearance in this PD; must satisfy ATF eligibility/background-check requirements for explosives handler status.
