Job summary

CoServ is seeking an experienced ROW & Real Estate Manager to lead the ROW & Real Estate Services Team and oversee all real estate matters for the company.

The role includes coordinating with state agencies, preparing legal documents, and mentoring staff. A Senior Right of Way Professional designation or equivalent is preferred, with extensive experience in real estate and contract processes.

Qualifications

• High School Diploma or G.E.D. required.
• Bachelor’s degree in Real Estate Management/Development or related field with five years experience.
• Senior Right of Way Professional (SR/WA) designation with five years experience.
• Paralegal certification with five years experience.

Responsibilities

• Develops processes for easements, franchise agreements, development service agreements, and encroachments.
• Oversees real estate acquisitions and divestments, property management, land negotiations, rights of way, and encroachments.
• Evaluates and oversees real estate contractors and consultants for cost efficiency and contract compliance.
• Negotiates with property owners and developers to acquire real estate, land rights, easements, leases, and service agreements.
• Coordinates with legal counsel on real estate documents and condemnation cases.
• Manages easement encroachments and abandonments; liaises with staff and attorneys.
• Develops and presents real estate plans before Board, committees, and City Councils.
• Assists in real estate planning and coordination with internal teams; ensures regulatory compliance.
