WinnCompanies is seeking a Rotating Property Manager to support multiple affordable housing properties in the Hartford, CT area. You will work with an existing property manager or cover vacancies, traveling to sites within a designated region to manage, market, and maintain the apartment communities and residents and staff.

The role supports achieving financial objectives under LIHTC and HUD programs, ensuring regulatory compliance and high occupancy while supervising staff and coordinating

Qualifications

  • High school diploma or GED equivalent.
  • 1-3 years of relevant work experience.
  • 1-3 years of supervisory/managerial experience.
  • A valid driver’s license in good standing.
  • Ability to travel throughout Connecticut.
  • Experience with LIHTC, HUD and PBS8 programs.
  • Knowledge of property management and landlord/tenant laws.
  • Experience managing large teams.
  • Proficiency with web-based applications and Microsoft Office.
  • Excellent customer service and multi-tasking ability.

Responsibilities

  • Collaborate with senior management to establish rent levels.
  • Review rent schedules and renewals.
  • Oversee rent increases and renewals processing.
  • Lead the property team to maintain occupancy.
  • Process move-ins/outs, recertifications and renewals.
  • Approve applications adhering to standards and policy.
  • Follow marketing policies and reporting requirements.
  • Provide oversight of tenant files.
  • Ensure regulatory compliance for state/federal programs.
  • Direct maintenance programs and site upkeep.
  • Report incidents and safety issues per policy.
  • Resolve resident issues timely per site guidelines.
  • Prepare annual budget for approval.
  • Provide financial reporting and variance analysis.
  • Solicit bids and manage PO/invoice process.
  • Ensure rent deposits and local-law compliance.
  • Screen, hire and train personnel per directives.
  • Promote staff engagement through trainings.
  • Conduct weekly staff meetings.

About the Opportunity

WinnCompanies is searching for aRotating Property Manager who will support multiple affordable housing properties in the Hartford, CT area.

In this role, you will provide support alongside an existing property manager or as a short-term coverage for a property manager vacancy. Working at different sites within a designated region and as assigned to manage, market and maintain the apartment community and its residents and staff, meet the financial objectives of the owner and management company, and comply with all applicable regulatory standards and requirements.

Please note that the pay range for this position is $31.00 - $38.00 per hour, depending on experience.

Additionally, the selected candidate will typically work: Monday through Friday, from 8:00AM to 5:00PM.

Responsibilities:
  • Collaborate with senior management to establish appropriate rent levels.
  • Review rent schedules.
  • Oversee preparation and submittal of rent increases and renewals.
  • Lead the property team to maintain optimum level of occupancy.
  • Process timely and accurate move-ins, move-outs, recertifications and renewals.
  • Approve rental applications adhering to property standards and all appropriate agency standards.
  • Follow company marketing policies and reporting requirements
  • Provide oversight of property tenant files.
  • Ensure that the site(s) maintain compliance with applicable state and federal program regulations.
  • Ensure the property and grounds are well maintained.
  • Direct maintenance team to implement maintenance programs and controls.
  • Report property incidents, accidents and injuries in accordance with company policy.
  • Resolve Resident issues and conflicts timely and in accordance with site guidelines
  • Prepare the property’s annual budget for approval by senior management.
  • Provide accurate financial reporting and monthly variance reporting.
  • Solicit bids, process Purchase Orders and Invoices as needed in accordance with Winn Purchasing Policy.
  • Ensure timely collection and deposit of all rents and fees in accordance with local laws and Winn Rent Collection guidelines.
  • Use company directives to screen, hire, and train new personnel.
  • Promote staff efficiency and engagement through ongoing company and industry trainings, instruction, and leadership.
  • Use the company’s Professional Development Program (PDP) to develop, train and engage site employees.
  • Conduct weekly staff meetings.
Requirements:
  • High school diploma or GED equivalent.
  • 1-3 years of relevant work experience.
  • 1-3 years of supervisory / managerial experience.
  • A current driver's license in good standing and ability to meet the driving records standards outlined in the Company Safe Vehicular Operations Policy.
  • Ability to travel throughout the state of Connecticut.
  • Must have experience with Low Income Housing Tax Credit (LIHTC), HUD and Project Based Section 8 (PBS8) programs.
  • Knowledge of Property Management.
  • Knowledge of Landlord/Tenant Laws.
  • Experience managing large teams.
  • Experience with web-based applications and computer systems such as Microsoft Office.
  • Excellent customer service skills.
  • Ability to multi-task and manage a fast-paced office environment.
  • Ability to manage and work with a diverse group of people and personalities.
  • Superb attention to detail.
Preferred Qualifications:
  • Bachelor's degree.
  • Bilingual in English and Spanish.
  • Experience with Yardi or OneSite RealPage property management software.
  • Knowledge of LIHTC and HUD regulations.
  • Knowledge of Marketing / Leasing techniques.
  • NAHP – CPL, SHCM, CAM (MA - C3P) designations.
  • CAM – RAM & ARM designations honored; CGPM – NAA or NAMA designations honored.
