Job summary

JoCo is seeking a General Engineering Technician to support roadway and railroad permitting and access activities for complex power innovation projects. You will provide technical guidance, coordinate with internal and external stakeholders, and help ensure access plans and agreements meet regulatory, safety, schedule, and project requirements.

Qualifications

• Bachelor’s degree and at least five years of relevant environmental experience.
• Strong knowledge of roadway construction practices, including pavement, drainage, geotechnical considerations, guiderail, and temporary construction measures.
• Demonstrated experience negotiating access, road-use, and railroad-related agreements.
• Ability to coordinate effectively with government agencies, railroad representatives, consultants, and multidisciplinary project teams.
• Proficiency with Microsoft Office and standard PC applications.
• Familiarity with traffic-control planning, oversize/overweight permitting, bonding and insurance requirements, or contract administration is preferred.

Responsibilities

• Create and implement permitting and access plans for roadway and railroad activities while considering project schedules, constructability, and regulatory obligations.
• Collaborate with engineering, environmental, construction, legal, and consulting teams to establish safe roadway crossings, entrances, and project access points.
• Coordinate contractor transportation and haul-route planning while accounting for bridge limits, roadway restrictions, and other local infrastructure constraints.
• Work directly with municipal, state, and railroad representatives to address traffic management, public safety, roadway impacts, and maintenance expectations.
• Negotiate and administer road-use, right-of-entry, and railroad crossing agreements while balancing project risk, costs, and stakeholder needs.
• Provide technical expertise related to roadway construction, traffic control, restoration requirements, drainage, temporary works, and related infrastructure.
• Monitor permit and agreement requirements throughout construction and support project closeout and roadway restoration.
