Job summary

Hargrove Engineers & Constructors in Pittsburgh seeks a Senior Roadway Permitting Specialist to manage end-to-end permitting for power innovation projects. You will develop strategies, coordinate across engineering, environmental, construction management, legal teams, and external consultants to secure Road Use Management, ROE, and railroad agreements.

The role requires 5+ years of civil/structural experience, a BS or MS in Civil Engineering, PE registration preferred, and strong negotiation

Qualifications

• Bachelor or Master of Science in Civil Engineering is required.
• Professional Engineering registration is highly preferred.
• 5+ years of relevant civil/structural engineering experience.
• Strong negotiation and coordination with agencies.
• Knowledge of roadway construction and restoration standards.

Responsibilities

• Develops roadway/railroad permitting strategies aligned with schedule and compliance needs.
• Coordinates with Engineering Project Managers, Environmental Permit Managers, and consultants on crossings and access points.
• Plans contractor haul routes and logistics considering weight-restricted roads and constraints.
• Negotiates RUAs, ROEs, and railroad crossing agreements balancing risk and cost.
