Job summary

The Louisiana Department of Transportation and Development (DOTD) seeks a licensed professional engineer to manage complex permit and JUA programs within state highway rights-of-way. You will coordinate multi-disciplinary teams and advise on policy and compliance to support DOTD goals.

Responsibilities include leading permit appeals, representing the Department to agencies, and overseeing fee administration and real estate processes.

Qualifications

• Current Louisiana license to practice professional engineering.
• Two years of licensed engineering experience or six years of professional engineering experience.
• Professional license required; training and advancement opportunities provided.

Responsibilities

• Manages, plans, coordinates, reviews, and oversees complex permit, lease, and joint use agreement (JUA) activities and program operations.
• Provides technical expertise on planning, design, construction, and permitting of facilities within state highway rights-of-way.
• Evaluates program policies, standards, forms, and procedures and recommends revisions to support DOTD goals and permit needs.
• Provides project management for complex permits by coordinating multidisciplinary teams including engineering, real estate, construction, maintenance, and legal staff.
• Advises leadership, legal counsel, agencies, and stakeholders on permits, agreements, and program requirements.
• Manages permit and agreement appeals, including coordinating submissions and supporting appeal boards.
• Represents the Department before federal, state, and local agencies and industry organizations.
• Manages JUAs and cooperative agreements including renewals, amendments, real estate appraisal requirements, and fee administration.
• Oversees statewide program resources, training, equipment deployment, billing, and coordination with district permit specialists.
• Supervises HQ staff responsible for permit and JUA reviews, invoicing, fee collection, tracking, and program management.
