Job summary

The Louisiana Department of Transportation and Development (DOTD) seeks an experienced engineer to serve as the statewide technical authority for ROW Permit and JUA programs. You will lead, oversee, and coordinate permitting activities, provide expert guidance, and supervise staff across district and HQ teams.

Professional licensure is required; two or six years of experience depending on the path, with potential degree substitutions.

Qualifications

• License to practice professional engineering in Louisiana is required.
• Two years of licensed engineering experience or six years of professional engineering experience.
• Advanced degrees substitute for experience per policy; no substitution for licensed experience.

Responsibilities

• Manages, plans, coordinates, reviews, and oversees complex permit, lease, and joint use agreement activities and program operations.
• Provides technical expertise on planning, design, construction, and permitting of facilities within state highway rights-of-way.
• Evaluates policies, standards, forms, and procedures and recommends revisions and legislative changes.
• Manages projects with multidisciplinary review teams across engineering, real estate, construction, maintenance, and legal staff.
• Advises leadership, agencies, and stakeholders on permits, agreements, and program requirements.
