St. Louis County Courts is seeking a Right of Way Manager to lead appraisal and acquisition efforts for major road, bridge, stormwater, and sidewalk projects.

You will guide a team, ensure federal/state compliance, and shape long-term infrastructure plans with strategic oversight. The role emphasizes advanced real estate expertise, complex negotiations, and clear communication with stakeholders while maintaining staff development and policy alignment.

Qualifications

• Bachelor’s Degree and two years of relevant professional experience.
• Missouri Real Estate Agent licensure.
• Missouri Real Estate Appraiser licensure (Licensed, Certified Residential, or General Appraiser).

Responsibilities

• Review property acquisition appraisals prepared by external and internal appraisers.
• Perform staff appraisals for property acquisitions.
• Oversee negotiations, relocations, and closings with property owners for property rights needed by the Department.
• Stay current with federal policies and regulations governing acquisition of property rights and relocation of individuals and businesses.
• Perform other duties as required or assigned.
• Coordinate unit strategies and activities.
• Develop and implement unit policies, practices, and procedures.
• Manage and evaluate the performance of subordinates.
• Delegate operational responsibilities effectively.
• Collaborate with peers to plan and coordinate work.
• Prepare and sign performance appraisals.
