Qualifications

  • 5+ years of experience in telecommunications, fiber deployment, or related fields.
  • Experience negotiating access agreements with commercial, multifamily, municipal, or private property stakeholders.
  • Knowledge of fiber/OSP construction, building entry, and deployment workflows.
  • Experience reviewing contracts, exhibits, SOWs, and insurance requirements.
  • Strong negotiation, coordination, communication, and problem-solving skills.
  • Ability to manage multiple projects, stakeholders, and deadlines.
  • Proficiency with Microsoft Office and CRM/project tracking systems.

Responsibilities

  • Lead the acquisition, negotiation, and execution of ROE agreements, licenses, easements, and access documents.
  • Research property ownership, access requirements, easements, and building entry considerations.
  • Coordinate with construction, engineering, legal, and field teams to align property access with project schedules.
  • Negotiate agreements and resolve redlines, access disputes, delays, and other property-related issues.
  • Build relationships with property owners, landlords, property managers, HOAs, municipalities, and building representatives.
  • Manage third-party vendors supporting property research, documentation, permitting, and landowner communications.
  • Track ROE requests, negotiations, approvals, documentation, and potential project impacts.
  • Develop and improve ROE processes, templates, workflows, and tracking systems.
  • Ensure compliance with applicable property access, permitting, easement, and utility requirements.
  • Provide management with regular status updates, risks, and performance metrics.

Compensation: Up to $140K OTE + Benefits + PTO/Sick Time

Job Summary

The Right of Entry Manager will oversee the process of securing and managing property access rights needed to support fiber optic infrastructure deployment and expansion.

This role will manage ROE activities across commercial properties, MDU communities, municipal locations, and private properties, working closely with construction, engineering, legal, operations, and external property stakeholders.

Key Responsibilities

Requirements
  • 5+ years of experience in telecommunications, fiber deployment, site acquisition, ROE, ROW, commercial real estate, property access, or contract negotiation.
  • Proven experience negotiating access agreements with commercial, multifamily, municipal, or private property stakeholders.
  • Working knowledge of fiber/OSP construction, building entry, conduit/riser access, and deployment workflows.
  • Experience reviewing contracts, exhibits, SOWs, insurance requirements, and related documentation.
  • Strong negotiation, project coordination, communication, and problem-solving skills.
  • Ability to manage multiple projects, stakeholders, and deadlines simultaneously.
  • Proficiency with Microsoft Office and CRM/project tracking systems.
Preferred
  • Experience with permitting, easements, utility coordination, GIS, or title research.
  • Experience managing or mentoring ROE, site acquisition, or property access teams.
