Job summary

HII - Mission Technologies in Arlington, VA seeks a Senior RF Spectrum Policy Engineer to support the DoN CIO in national and international spectrum regulations, policy development, and spectrum registration and coordination.

Participation in ITU activities, preparing inputs, and supporting U.S. positions on WRC items are core responsibilities to ensure regulatory compliance for satellite systems and related programs. A strong analytical mindset and active secret clearance are required.

Qualifications

  • RF Engineer role requiring 3–5 years with a Bachelor, 3 years with a Master, or 9 years with a HS diploma for Level 3; higher years for Levels 4/5.
  • Experience with CITEL Working group processes and regional telecommunications coordination.
  • Knowledge of radio theory, link budgets, and orbital mechanics.
  • Familiarity with ITU Radio Regulations and U.S. spectrum regulations.
  • Active secret clearance is required.

Job Description

HII - Mission Technologies is seeking a Senior RF Spectrum Policy Engineer to support the Department of the Navy Chief Information Office in matters involving national and international spectrum regulations, policy development, and spectrum registration and coordination.

Compensation for this position is based on multiple factors, including relevant experience, education, skills, internal equity, and market conditions. Final salary will be determined after a comprehensive evaluation of the selected candidate’s qualifications.

Salaries by Level
  • LEVEL 3 Engineer - $108,606 - $155,151
  • LEVEL 4 Engineer - $129,850 - $185,500
  • LEVEL 5 Engineer - $163,192 - $233,130
Essential Job Responsibilities
  • Participate in U.S. and international ITU activities leading up to the next World Radiocommunication Conference (WRC).
  • Prepare meeting inputs, review and edit documents, and support the formation of U.S. positions on WRC agenda items relevant to the Government customer.
  • Create written and oral reports, support program offices by attending tag‑up meetings, direct analytical assessments, and develop requirements to ensure regulatory compliance of satellite systems.
  • Maintain communications with the program office to understand current and future needs.
Minimum Qualifications
  • RF Engineer 3 - 3-5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in related field; or High School Diploma or equivalent and 9 years relevant experience.
  • RF Engineer 4 - 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; or High School Diploma or equivalent and 13 years relevant experience.
  • RF Engineer 5 - 15 years relevant experience with Bachelors in related field; 13 years relevant experience with Masters in related field; or High School Diploma or equivalent and 19 years relevant experience.
  • Experience working with CITEL Working group processes, documentation, and regional telecommunications coordination.
  • Knowledge of communication systems, including link budgets and basic radio theory, and foundational orbital mechanics.
  • Understanding of national and international spectrum policies, regulatory processes, registration, and coordination.
  • Familiarity with ITU Radio Regulations and U.S. spectrum regulations.
  • Experience with U.S. and ITU documentation related to WRC activities.
  • Strong analytical and creative problem‑solving abilities with attention to detail.
  • Must possess an active secret security clearance.
Preferred Requirements
  • Bilingual proficiency in Spanish
Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
