City of Baltimore is seeking a Grant Services Specialist III to manage department-wide workforce retention initiatives and coordinate a comprehensive Retention Plan. You will liaise with Human Resources, Recruitment, Training, Operations, Fiscal Services, and Executive Leadership to implement and measure retention strategies.

Qualifications

  • Bachelor's degree required in a related field as listed.
  • Four (4) years of progressively responsible professional experience in program management, workforce planning, strategic planning, organizational development, human resources, grants management, performance management, data analytics, public administration, or related field.
  • At least one (2) year of experience leading projects, coordinating cross-functional initiatives, or supervising professional staff.

Responsibilities

  • Coordinate the development, updating, and implementation of the Department’s Retention Plan.
  • Develop project timelines, work plans, milestones, and implementation schedules.
  • Facilitate retention workgroups and cross-functional meetings with internal and external stakeholders.
  • Research national best practices related to law enforcement recruitment, retention, employee engagement, wellness, and workforce development.
  • Draft reports, presentations, briefing materials, policies, and recommendations for executive leadership.
  • Track implementation progress and identify barriers to achieving retention objectives.
  • Serve as project manager for retention initiatives and special workforce planning projects.
  • Coordinate activities across multiple bureaus, divisions, and external partners.
  • Monitor project deliverables, deadlines, risks, and resource requirements.
  • Maintain project documentation, meeting notes, action items, and implementation trackers.
  • Prepare status updates and executive briefings for command staff and city leadership.

Job Summary

The Grant Services Specialist III (GSS III) will serve as the project manager and coordinator for department-wide workforce retention initiatives. Working under the direction of the Administrative Data Executive, this position is responsible for coordinating the development, implementation, monitoring, and evaluation of the Department’s Retention Plan. The position serves as the central point of coordination between Human Resources, Recruitment, Education & Training, Operations, Fiscal Services, and Executive Leadership to ensure retention strategies are effectively implemented and measured. This position combines project management, policy development, stakeholder engagement, research, and workforce analytics to support organizational goals related to employee retention, engagement, recruitment-to-retention transitions, workforce planning, and organizational effectiveness.

Essential Functions
  • Coordinate the development, updating, and implementation of the Department’s comprehensive Retention Plan.
  • Develop project timelines, work plans, milestones, and implementation schedules.
  • Facilitate retention workgroups and cross-functional meetings with internal and external stakeholders.
  • Research national best practices related to law enforcement recruitment, retention, employee engagement, wellness, and workforce development.
  • Draft reports, presentations, briefing materials, policies, and recommendations for executive leadership.
  • Track implementation progress and identify barriers to achieving retention objectives.

Data Analysis and Performance Measurement
  • Develop and maintain retention performance measures, dashboards, and reporting tools.
  • Track workforce trends include hiring, attrition, retirements, promotions, transfers, and academy completion.
  • Conduct analysis of employee survey results, exit interviews, stay interviews, and workforce feedback
  • Identify emerging trends and develop data-informed recommendations.
  • Support workforce forecasting and succession planning efforts.
  • Coordinate data collection and reporting from multiple internal systems.
  • Coordinate retention-related workgroups, focus groups, and employee feedback sessions.
  • Collaborate with Human Resources, Recruitment, Training Academy personnel, supervisors, and executive leadership.
  • Support communication strategies related to employee engagement and retention initiatives.
  • Assist in developing employee recognition and retention programs.
Grant and Administrative Support
  • Support grant-funded workforce initiatives and reporting requirements.
  • Monitor project budgets, deliverables, and performance metrics when applicable.
  • Assist with grant applications and program evaluations related to workforce development and retention.
Minimum Qualifications

Education: Bachelor's degree from an accredited college or university in one of the following fields: public administration, public policy, business administration, human resources management, organizational leadership, data analytics, statistics, economics, criminal justice, sociology, psychology, management, information systems or a closely related field.

Experience: Four (4) years of progressively responsible professional experience in program management, workforce planning, strategic planning, organizational development, human resources, grants management, performance management, data analytics, public administration, or a closely related field. AND At least one (2) year of experience leading projects, coordinating cross-functional initiatives, or supervising professional staff.

Equivalency Notes: Have an equivalent combination of education and experience.

Additional Information

Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation: All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.
