City of Baltimore is seeking a Grant Services Specialist III to manage department-wide workforce retention initiatives and coordinate a comprehensive Retention Plan. The Grant Services Specialist III (GSS III) will serve as the project manager and coordinator for department-wide workforce retention initiatives. Working under the direction of the Administrative Data Executive, this position is responsible for coordinating the development, implementation, monitoring, and evaluation of the Department’s Retention Plan. The position serves as the central point of coordination between Human Resources, Recruitment, Education & Training, Operations, Fiscal Services, and Executive Leadership to ensure retention strategies are effectively implemented and measured. This position combines project management, policy development, stakeholder engagement, research, and workforce analytics to support organizational goals related to employee retention, engagement, recruitment-to-retention transitions, workforce planning, and organizational effectiveness.
Education: Bachelor's degree from an accredited college or university in one of the following fields: public administration, public policy, business administration, human resources management, organizational leadership, data analytics, statistics, economics, criminal justice, sociology, psychology, management, information systems or a closely related field.
Experience: Four (4) years of progressively responsible professional experience in program management, workforce planning, strategic planning, organizational development, human resources, grants management, performance management, data analytics, public administration, or a closely related field. AND At least one (2) year of experience leading projects, coordinating cross-functional initiatives, or supervising professional staff.
Equivalency Notes: Have an equivalent combination of education and experience.
Background Check: Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.
Probation: All persons, including current City employees, selected for this position must complete a 1-year mandatory probation.
