Job summary

The Grant Services Specialist III (GSS III) at Mayor and City Council of Baltimore acts as project manager coordinating the department's retention plan, working with HR, Recruitment, Education & Training, Operations, Fiscal Services and executive leadership.

Responsibilities include developing timelines, dashboards, reports, and performance measures; monitoring progress, analyzing workforce data, and coordinating with bureaus and external partners to advance retention and workforce planning.

Qualifications

• Bachelor's degree in public administration or related field.
• Four years of progressive experience in program management.
• At least two years leading projects or supervising staff.
• Equivalency: an equivalent combination of education and experience.

Responsibilities

• Coordinate the development, updating, and implementation of the department's retention plan.
• Develop project timelines, work plans, milestones, and implementation schedules.
• Facilitate retention workgroups and cross-functional meetings with internal and external stakeholders.
• Research national best practices related to law enforcement recruitment, retention, employee engagement, wellness, and workforce development.
• Draft reports, presentations, briefing materials, policies, and recommendations for executive leadership.
• Track implementation progress and identify barriers to achieving retention objectives.
• Serve as project manager for retention initiatives and special workforce planning projects.
• Coordinate activities across multiple bureaus, divisions, and external partners.
• Monitor project deliverables, deadlines, risks, and resource requirements.
• Maintain project documentation, meeting notes, action items, and implementation trackers.
• Prepare status updates and executive briefings for command staff and city leadership.
