Job summary

All Native Group in Alexandria, VA seeks a Resource Programming and Integration SME - PPBE to support the Law Enforcement portfolio under the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). The role emphasizes research, analysis, and coordination across DoD and IC, ensuring optimal development and oversight.

The position requires extensive PPBE experience (NIP/MIP), JCIDS familiarity, and a TS/SCI clearance.

Qualifications

  • Experience with PPBE processes including NIP and MIP; POM submissions; CBJ reviews; budget execution reviews.
  • Familiarity with JCIDS, DoD PPBE System and Acquisition Process.

Responsibilities

  • Conduct research and analysis, provide recommendations to leadership, prepare staff packages, position papers, responses, talking points, memoranda, briefings, and correspondence related to LE efforts through the PPBE cycle.
  • Perform technical studies and analyses, document reviews, and budgetary reviews within the LE portfolio.
  • Coordinate planning, programming, and resource data for development, management, and oversight of the LE portfolio; ensure alignment across DoD and the IC.
  • Assist in drafting testimony, responses to Congressionally Directed Actions (CDAs), appeals to Congressional budget marks, and APQ/QFR responses.
  • Provide updates and briefs to senior leadership; maintain tracking for DoD deliverables with weekly status updates.
  • Develop and maintain programmatic and resourcing procedures and coordinate stakeholder meetings and document preparation from DoD inputs.

Job description

All Native Group is seking a Resource Programming and Integration SME - PPBE to Support position involves intensive research, analysis, and coordination efforts related to the Law Enforcement (LE) portfolio within the Office of the Under Secretary of Defense for Intelligence and Security (OUSD(I&S)). This role is vital for optimizing development, management, and oversight of the LE portfolio, ensuring effective alignment with the broader Department of Defense (DoD) and the Intelligence Community (IC).

Essential Functions
  • Conduct research and analysis, provide recommendations to leadership, prepare staff packages develop position papers, responses, talking points, memoranda, briefings, and correspondence related to LE efforts as required throughout the PPBE cycle. Typically, each contractor is working on five programs/projects/monthly. This task applies to all projects daily.
  • Perform technical studies and analyses, document reviews, and budgetary reviews related to systems, procedures, and requirements within the LE portfolio. Typically, each contractor is working on five programs/projects/monthly. This task applies to all projects daily.
  • Provide support to organize, analyze and coordinate planning, programming, and resource data needed for optimum development, management, and oversight of the LE portfolio and ensure linkage and alignment across DoD and the IC. Typically, each contractor is working on five programs/projects/monthly. This task applies to all projects daily.
  • Support OUSD(I&S) interaction with Congress including assisting in the drafting of testimony, drafting of responses to Congressionally Directed Actions (CDAs), drafting appeals to related Congressional budget marks, and preparing responses to advance policy questions (APQ)/questions for the record (QFR). Estimated quantity is 20 actions annually.
  • Provide routine updates and briefs to senior leadership regarding the status and results of all meetings (estimated quantity is five updates or briefs weekly). Within five (5) days following the conclusion of each meeting, the contractor shall be responsible for maintaining a tracking vehicle for all DoD deliverables and provide weekly updates on related issues
  • Responsible for establishing and maintaining the programmatic and resourcing procedures and requirements in support of the OUSD(I&S) LE portfolio. This includes identifying and informing stakeholders, coordination of meetings, staffing, drafting, and editing of documents and presentations received from DoD stakeholders in support of OUSD(I&S)-led meetings or other LE themed meetings attended by OUSD(I&S) personnel
Work Environment

This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

Physical Demands
  • Must be able to remain in a stationary position 75% of the time.
  • Occasionally moves about inside the office to access file cabinets, office machinery, etc.
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer.
  • Expresses or exchanges ideas by means of the spoken word. Those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly or quickly.
  • Frequently moves standard office equipment up to 25 pounds.
  • Must be able to work indoor conditions 90% of the time.

While performing the duties of this job, the employee is regularly required to talk or hear. The employee frequently is required to stand; walk; use hands to finger, handle or feel; and reach with hands and arms.

Position Type/Expected Hours of Work

This is a full-time position. Typical days and hours of work are Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend hours required, as required by business need. This is subject to change results in typical days of work being Monday thru Thursday consisting of 10 hours days.

Travel

Travel is primarily local during the business day, although some out of the area travel and overnight may be expected.

Experience
  • Ten (10) years of experience with Planning, Programing, Budget and Execution (PPBE) processes to include experience with both the National Intelligence Program (NIP) and Military Intelligence Program (MIP), DoD component Program Objective Memoranda (POM) submissions, Issue Team process, Congressional Budget Justification (CBJ) reviews, reclamas, appeals, and budget execution reviews
  • Five (5) years of experience working with Requirements Process (JCIDS),
  • DoD PPBE System and Acquisition Process
Preferred Qualifications
  • Experience in DoD Law Enforcement (Special Agent, Military Police)
  • Experience in analysis of operational needs and gaps
  • Demonstrated working knowledge of various planning documents such as the Defense Intelligence Strategy (DIS), Consolidated Intelligence Guidance (CIG), Joint Staff "Purple Slides", and Intelligence, Surveillance, and Reconnaissance (ISR) Roadmap
Security Clearance
  • Position requires a TS/SCI Security Clearance
