Job Description

The Financial Services Budget Formulation & Execution Analyst plays a pivotal role in driving the success of the Intelligence Planning, Programming, Budget, and Execution Process. In this role, you will develop, formulate, execute, and monitor budgets, ensuring optimal allocation of financial resources. Your responsibilities include analyzing financial data to identify trends, monitor spending plans, and provide insights that contribute to strategic decision‑making. You will oversee the development and execution of budgets, spend plans, contracts, and financial commitments for a directorate/component/office, ensuring alignment with the Intelligence Community’s financial execution process.

Key Responsibilities

• Provide expert insights to support analysis and reporting of a component’s financial activities and budget.
• Assist in crafting comprehensive spending plans and closely monitor financial execution activities.
• Record and track interagency agreements for facilitating Economy Act and other financial transactions.
• Document financial commitments, obligations, and expenses with precision and accuracy.
• Ensure meticulous preparation and processing of transactions, verifying and certifying payments.
• Collaborate with stakeholders to execute budgets effectively, ensuring alignment with programmatic goals and optimal resource utilization.
• Generate detailed budget reports encompassing funding and activity summaries for various stakeholders, including the customer's offices, components, and NIP programs.
• Assist in the development of budget submissions, ensuring alignment with strategic goals.
• Contribute to the creation of fiscal guidance and implementation schedules for each budget phase, subject to customer review and acceptance.
• Support adherence to Intelligence Planning, Programming, Budget, and Execution deadlines and milestones.
• Recommend and implement process improvements to enhance operational procedures.
• Resolve outstanding financial obligations and undelivered orders proficiently.
• Support COTRs and the Chief of Staff by aiding in the execution of their requirements and addressing process‑related inquiries.
• Develop insightful budget analysis, participate in financial data calls, and conduct portfolio reviews.
• Work with the customer in the development and evaluation of fiscal program builds for internal components and IC‑wide programs.
• Develop strategic program briefs to communicate critical information.
• Generate and deliver budget reports for customer offices, components, and NIP programs.
• Assist in creating, reviewing, and responding to budget exercise submissions.
• Assist in forming fiscal guidance and implementation schedules for each budget phase.
• Contribute to SOP development and recommend process enhancements.
• Assist in budget analysis, financial data calls, and portfolio reviews.
• Draft narratives, vignettes, and input for the Congressional Budget Justification Book (CBJB) to Congress.
• Support the production of the CBJB National Intelligence Program missions and related sections.
• Generate talking points, briefings, reports, and congressional directed action responses for the NIP.
• Track congressional legislation and its impact on the NIP budget.
• Develop standard operating procedures and deliver training to customers.
• Develop cost‑benefit trade‑offs and investment strategies for the NIP budget.

Required Qualifications

• Current and active TS/SCI Clearance with Polygraph.
• BA degree with 12‑15 years of relevant experience, or Master’s degree with 10‑13 years of experience. Experience may substitute for degree requirements.
• Minimum of 7‑10 years working in government budgeting, including 3‑5 years within the Intelligence Community.
• Proven expertise in government budget execution and familiarity with the Intelligence Planning, Programming, Budget, and Execution Process (IPPBE).
