Job summary

Arlo Solutions LLC in Arlington, VA is seeking a Resource, Programming and Integration SME to establish and maintain programmatic and resourcing procedures for the OUSW(I&S) LE portfolio. This includes coordinating meetings, staffing, and drafting documents for DoD stakeholders in LE-led meetings.

Qualifications

  • Active TS/SCI clearance required.
  • 10 years of PPBE experience including NIP/MIP, POM submissions, CBJ reviews, reclamas, appeals, and budget execution reviews.
  • 5 years of JCIDS, DoD PPBE System and Acquisition Process experience.
  • Experience in DoD Law Enforcement (Special Agent, Military Police).
  • Experience in analysis of operational needs and gaps.
  • Familiarity with Defense Intelligence Strategy (DIS), Consolidated Intelligence Guidance (CIG), Joint Staff Purple Slides, and ISR Roadmap.

Responsibilities

  • Conduct research and analysis, provide recommendations to leadership, prepare staff packages, position papers, responses, talking points, memoranda, briefings, and correspondence related to LE efforts during the PPBE cycle.
  • Manage workload with high-volume tasks (est. 50 per week) and create/maintain tracking for DoD deliverables.
  • Perform technical studies and analyses and budget reviews within the LE portfolio.
  • Support OUSD(I&S) interactions with Congress including drafting testimony and responses to CDAs and APQ/QFRs.
  • Provide weekly updates to senior leadership on meeting status and results.

Position Description:

The Resource, Programming and Integration SME shall be responsible for establishing and maintaining the programmatic and resourcing procedures and requirements in support of the OUSW(I&S) LE portfolio. This includes identifying and informing stakeholders, coordination of meetings, staffing, drafting, and editing of documents and presentations received from DoW stakeholders in support of OUSW(I&S)-led meetings or other LE themed meetings attended by OUSW(I&S) personnel.

Responsibilities and/or Success Factors:

  • Conduct research and analysis, provide recommendations to leadership, prepare staff packages develop position papers, responses, talking points, memoranda, briefings, and correspondence related to LE efforts as required throughout the PPBE cycle.
  • Estimated quantity is 50 per week.
  • Perform technical studies and analyses, document reviews, and budgetary reviews related to systems, procedures, and requirements within the LE portfolio.
  • Estimated quantity is three (3) per month. Support OUSD(I&S) interaction with Congress including assisting in the drafting of testimony, drafting of responses to Congressionally Directed Actions (CDAs), drafting appeals to related Congressional budget marks, and preparing responses to advance policy questions (APQ)/questions for the record (QFR).
  • Estimated quantity is 20 actions annually. Provide routine updates and briefs to senior leadership regarding the status and results of all meetings (estimated quantity is five updates or briefs weekly).
  • Within five (5) days following the conclusion of each meeting, the contractor shall be responsible for maintaining a tracking vehicle for all DoD deliverables and provide weekly updates on related issues.
  • Analyze requirements, prioritizing resources, and executing funds. Coordinate with OUSD(I&S) directorates, OSD offices, Defense agencies and Services to integrate estimates, complete assessments, and execute funds. Interpret policies, regulations, and guidelines for budget request development and execution.
  • Assist with maintaining the status of commitments and obligations of funds in coordination with Washington Headquarters Services (WHS) and budget and finance instructions and directives.
  • Reconcile internal financial records with WHS and Defense Finance and Accounting System (DFAS ) Accounting reports and prepare weekly briefing charts. Identify discrepancies and follow up to resolve.
  • Actively pursue closure of Unliquidated Obligations in concert with the Comptroller’s Dormant Account Review, to include collecting customer status and following up to ensure completion.
  • Support conduct of execution reviews, to include slide preparation.

Minimum Qualifications Including Certificates:

  • Must have an active TS/SCI clearance
  • Ten (10) years of experience with Planning, Programing, Budget and Execution (PPBE) processes to include experience with both the National Intelligence Program (NIP) and Military Intelligence Program (MIP), DoD component Program Objective Memoranda (POM) submissions, Issue Team process, Congressional Budget Justification (CBJ) reviews, reclamas, appeals, and budget execution reviews.
  • Five (5) years of experience working with Requirements Process (JCIDS), DoD PPBE System and Acquisition Process.
  • Experience in DoD Law Enforcement (Special Agent, Military Police)
  • Experience in analysis of operational needs and gaps.
  • Demonstrated working knowledge of various planning documents such as the Defense Intelligence Strategy (DIS), Consolidated Intelligence Guidance (CIG), Joint Staff “Purple Slides”, and Intelligence, Surveillance, and Reconnaissance (ISR) Roadmap.
