Job summary

Horizons East Building Co. in Jacksonville, NC is seeking a seasoned Preconstruction Manager to lead drafting and estimating operations.

This role anchors design and construction, coordinating office and field teams to ensure plans are accurate, budgets are sound, and projects are prepared for construction. You will oversee a Drafter and Estimator team, shape workflows, mentor staff, and drive value engineering and process improvements across projects.

Qualifications

• 5+ years of residential construction experience.
• 1+ year of supervisory experience.
• Experience with estimating, budgeting, and scope development.
• Experience with Revit or comparable drafting software.
• Experience working with subcontractors, vendors, and trade partners.
• Strong organizational and project management skills.
• Ability to manage multiple priorities and deadlines.

Responsibilities

• Manage and mentor the Drafter & Estimator team.
• Establish priorities, workloads, and deadlines.
• Provide coaching, training, and performance management.
• Conduct interviews, approve time off, and participate in hiring decisions.
• Serve as technical escalation point for drafting and estimating.
• Review plans for accuracy, consistency, and constructability.
• Manage estimating workflow, priorities, and deadlines.
• Identify cost-saving opportunities through value engineering.
• Monitor project budget performance and flag concerns.
• Coordinate rebate programs and subcontractor documentation.
