Job summary

Horizons East Building Co. in Jacksonville, NC is seeking a seasoned Preconstruction Manager to lead drafting and estimating operations.

This role anchors design and construction, coordinating office and field teams to ensure plans are accurate, budgets are sound, and projects are prepared for construction. You will oversee a Drafter and Estimator team, shape workflows, mentor staff, and drive value engineering and process improvements across projects.

Qualifications

• 5+ years of residential construction experience.
• 1+ year of supervisory experience.
• Experience with estimating, budgeting, and scope development.
• Experience with Revit or comparable drafting software.
• Experience working with subcontractors, vendors, and trade partners.
• Strong organizational and project management skills.
• Ability to manage multiple priorities and deadlines.

Responsibilities

Preconstruction Manager

Jacksonville, NC| Full-Time | Salary Range: $70,000 - $90,000 per year

Lead the Bridge Between Design and Construction.

We are seeking an experienced Preconstruction Manager to lead our drafting and estimating operations. This role is the critical link between Upper Management, drafting, estimating, and field teams -- ensuring projects are efficiently drawn, accurately budgeted, and fully prepared for construction.

You will oversee a team of Drafters and Estimators, manage workflows, and ensure seamless coordination between office and field operations.

What You'll Do

• Manage and mentor the Drafter & Estimator team
• Establish priorities, workloads, and deadlines
• Provide coaching, training, and performance management
• Conduct interviews, approve time off, and participate in hiring decisions
• Serve as technical escalation point for drafting and estimating

Oversee Drafting & Plans

• Review plans for accuracy, consistency, and constructability
• Manage plan revisions and portfolio management
• Coordinate annual plan updates with drafting and estimating
• Ensure job-specific construction documents are complete before release
• Release start packages to vendors and trades

Manage Estimating & Budgets

• Manage estimating workflow, priorities, and deadlines
• Review one-off pricing, change orders, and on-your-lot requests
• Identify cost-saving opportunities through value engineering
• Monitor project budget performance and flag concerns
• Participate in post-mortem reviews for continuous improvement

Manage Trade Partners

• Manage trade partner onboarding and qualification
• Oversee insurance compliance and subcontractor documentation
• Negotiate pricing, scope adjustments, and contract changes
• Monitor trade partner performance and address concerns
• Coordinate rebate programs

Drive Operations & Process

• Ensure plans and POs are prepared for construction starts
• Maintain continuity between office and field operations
• Review new models, options, and product offerings
• Identify workflow bottlenecks and recommend improvements
• Maintain data integrity across company software platforms

What You Bring

• 5+ years of residential construction experience
• 1+ year of supervisory experience
• Experience with estimating, budgeting, and scope development
• Experience with Revit or comparable drafting software
• Experience working with subcontractors, vendors, and trade partners
• Strong organizational and project management skills
• Ability to manage multiple priorities and deadlines

Preferred:

• Experience with Hyphen Home Solutions or similar construction management software
• Experience managing both drafting and estimating functions
• Production homebuilding experience
• Valid driver's license with clean driving record
