Job summary

LEMOINE is seeking an experienced Recovery Superintendent to lead field operations for HUD CDBG-DR funded residential rehabilitation projects in Texas. You will oversee safety, scheduling, quality, and coordination with subcontractors to keep projects on time and within budget.

Responsibilities include establishing scopes of work from site visits, documenting repairs, ensuring compliance with HUD rules, and communicating with homeowners and program administrators.

Qualifications

• 5+ years of professional experience in a construction supervisory role.
• In-depth knowledge of project planning, scheduling, and construction trades across all disciplines.
• Understanding of HUD CDBG-DR regulations, compliance, and reporting requirements preferred.
• Exceptional project management, customer service, and conflict resolution skills.
• Excellent written and oral communication skills for stakeholder engagement and documentation.
• Proficient in Microsoft Office and project management software.
• Ability to travel extensively to disaster-affected sites across the region, with flexibility for extended assignments.
• Valid driver's license and ability to access confined spaces (crawlspaces, attics, roofs) for inspections.

Responsibilities

• Located in Matagorda and Brazoria County, Texas.
• Oversee all aspects of CDBG-DR projects, including scheduling manpower and procuring tools.
• Secure permits and ensure compliance with HUD and local regulations.
• Conduct detailed residential inspections to establish scopes of work and verify repairs.
• Inspect all areas of homes to ensure quality and adherence to specifications.
• Serve as primary contact for subcontractors, guiding and resolving issues.
• Ensure on-time, on-budget completion per QA/QC plans with progress reports.
• Implement LIFE Safe Work Practices to maintain a safe work environment.
• Track production rates and milestones for efficient resource allocation.
• Communicate clearly with homeowners, subcontractors, and program administrators.
• Manage and mitigate risks to ensure project success and compliance.
