Job summary

LEMOINE, a Great Place to Work®-Certified company, seeks an experienced Recovery Superintendent to oversee field operations on HUD CDBG-DR rehab projects. You will manage schedules, safety, quality, and contractor coordination across residential sites, traveling to locations as needed.

You will ensure scope completion within budget and timeline, document progress with photos and reports, and maintain compliance with project QA/QC plans and LIFE Safe Work Practices.

Qualifications

• High school diploma or GED; bachelor’s degree preferred.
• 5+ years in construction supervisory role, with at least 2 years in CDBG-funded projects.
• Knowledge of project planning, scheduling, and construction trades across disciplines.
• Strong understanding of HUD CDBG-DR regulations, compliance, and reporting requirements.
• Exceptional project management, customer service, and conflict resolution skills.
• Excellent written and oral communication for stakeholder engagement and documentation.
• Proficient in Microsoft Office and project management software.
• Ability to travel extensively to disaster-affected sites across the region, with flexibility for extended assignments.
• Valid driver’s license and ability to access confined spaces for inspections.

Responsibilities

• Oversee all aspects of CDBG-DR projects, including scheduling manpower, procuring tools and materials, securing permits, and ensuring HUD/local compliance.
• Conduct detailed residential inspections to establish scopes of work and verify compliance with CDBG-DR standards.
• Inspect all areas of homes (interior, exterior, crawlspaces, attics, roofs) for quality and adherence to specs.
• Serve as primary contact for subcontractors, guiding and resolving issues to maintain momentum.
• Ensure completion of full scope on time and within budget per QA/QC plan, with progress reports.
• Implement LIFE Safe Work Practices to maintain a safe work environment.
• Track production rates, quantities, and milestones to optimize resources.
• Facilitate clear communication among homeowners, subcontractors, and program admins.
• Mitigate risks to ensure project success and compliance with HUD funding requirements.
