Job summary

LEMOINE, a Great Place to Work®-Certified company, seeks an experienced Recovery Superintendent to lead HUD-assisted residential rehab projects under the CDBG-DR program. You will supervise field operations, ensure safety, schedule work, monitor quality, and coordinate with trade partners to keep projects on time and within budget.

The ideal candidate has 5+ years in construction supervision, including at least 2 years on CDBG-funded work, with strong planning skills and proficiency in Microsoft

Qualifications

• Requires high school diploma or GED; bachelor's degree preferred.
• 5+ years in construction supervisory role; at least 2 years on CDBG-funded projects.
• Knowledge of project planning, scheduling, and construction trades across disciplines.
• Strong understanding of HUD CDBG-DR regulations, compliance, and reporting.

Responsibilities

• Oversee CDBG-DR projects, schedule manpower, procure tools/materials, secure permits, ensure HUD/local compliance.
• Conduct detailed residential inspections to establish scopes of work and verify compliance with CDBG-DR standards.
• Inspect all areas of homes (interior, exterior, crawlspaces, attics, roofs) for quality and adherence to specs.
• Serve as primary contact for subs, provide guidance, clarify documents, resolve issues to maintain momentum.
• Ensure full scope completion on time and within budget per QA/QC plan; document progress with photos/reports.
• Implement LIFE Safe Work Practices to maintain a safe environment.
• Track production rates, quantities, and milestones for efficient progress.
• Facilitate clear communication among homeowners, subs, and administrators.
• Mitigate risks to ensure project success and funding compliance.
