Job summary

LEMOINE is seeking an experienced Recovery Superintendent to lead HUD CDBG-DR projects, overseeing field operations, safety, and schedule compliance. The role requires coordinating subcontractors, tracking milestones, and ensuring regulatory compliance across multiple residential repairs.

The successful candidate will travel to disaster-affected sites, document scopes of work, and maintain QA/QC standards while communicating with homeowners and program administrators.

Qualifications

• Must have a high school diploma or GED; bachelor’s degree preferred.
• 5+ years of experience in a construction supervisory role, with at least 2 years on CDBG-funded projects.
• Strong knowledge of HUD CDBG-DR regulations, compliance, and reporting requirements.
• Excellent written and oral communication skills for stakeholder engagement.
• Ability to travel extensively to disaster-affected sites across the region, with flexibility for extended assignments.
• Valid driver’s license and ability to access confined spaces (crawlspaces, attics, roofs) for inspections.

Responsibilities

• Oversee all aspects of CDBG-DR projects, including scheduling manpower, procuring tools and materials, securing permits, and ensuring HUD compliance.
• Conduct detailed residential inspections to establish scopes of work, document repairs, and verify CDBG-DR standards.
• Inspect interior, exterior, crawlspaces, attics, and roofs to ensure quality and adherence to specs.
• Serve as primary point of contact for subcontractors, guiding contract documents and resolving issues.
• Ensure completion of full scope of work on time and within budget per QA/QC plan.
• Implement LIFE Safe Work Practices for a safe environment.
• Track production rates, quantities, and milestones for efficient progress.
• Foster clear communication among homeowners, subcontractors, and program admins.
• Mitigate risks to ensure project success and HUD funding compliance.
