Job description

Essential Duties + Responsibilities

The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties, and skills may be required and assigned, as needed. These essential functions require a consistent presence in the work environment on a regular basis, and regular attendance must be maintained.

  • Maintains expert knowledge of federal regulations regarding the administration of resident councils in the public housing program

  • Builds the capacity of public housing residents to organize and operate effective resident councils, through education, training, and support.

  • Facilitates the partnership of resident councils with community organizations and Opportunity Home staff, including property management and CDI, to assist in all aspects of public housing operations.

  • Provides technical guidance and support to resident councils for activities such as conducting elections, collecting resident feedback, conducting effective meetings, resolving disputes, developing and negotiating Memorandums of Understanding (MOUs), drafting bylaws, requesting tenant participation funds, and maintaining budgets.

  • Develops a training schedule and delivers charismatic, participatory, and engaging leadership training to resident council leaders.

  • Monitors resident council compliance with federal regulations and Opportunity Home policy and administers corrective action as required.

  • Develops and implements strategies to effectively engage residents in the four key engagement constituency groups: youth, seniors, resident leaders, and adults.

  • Builds and maintains relationships with residents to promote effective communication between residents and Opportunity Home.

  • Supports and enhances Opportunity Home organization-wide resident engagement through direct outreach and communication with residents.

  • Facilitates participatory CDI meetings and other resident-focused events. Conducts lobby, floor and other formats of resident meetings in order to effectively solicit resident feedback through formal surveys, focus groups and other methods.

  • Maintains data and records for resident services activities.

  • Supports the development of resident-led initiatives by providing technical assistance and tactical support where appropriate.

  • Represents Opportunity Home at resident meetings and other resident-focused events. Develops collateral and outreach materials in collaboration with Opportunity Home’s Public Affairs and Public Housing Departments to increase resident outreach and community involvement.

  • Coordinates across the CDI department to connect residents to appropriate service providers as necessary.

  • Monitors and reports department outputs and outcomes and demonstrates community impact.

  • Assists in short- and long-range strategic planning activities to create and implement development goals and objectives.

  • Prepares reports to track performance, contractual, and regulatory goals.

  • Prepares compliance and other required reports, including data collection, analysis, and interpretation of grant-funded activities.

  • Represents the organization at business and community meetings.

  • Fosters an inclusive environment that values customer service, representation, and continuous improvement.

  • Assists the Community Resources Manager and team with other miscellaneous, job-related duties as assigned.

  • Coaches Resident Council leadership in securing council funding (DPUY) and assists in bank account oversight.

  • Monitors Resident Council elections for compliance with regulations.

  • Complete all duties as assigned or requested as outlined in operational and procedural guidelines. These guidelines are maintained and issued in the event of an emergency situation that arises at a property or any other location that serves our residents or employees.

  • Participate in Trauma Informed Care (TIC) initiatives to include training, workgroups, project assignments, etc., that are launched or implemented in order to achieve and/or maintain certification as a TIC organization.

  • Recognize the significance of a data driven organization that adheres to expanded policies and practices in the area of data governance. Learn the distinct and different roles to include: Data Trustee, Data Domain Stewards, Data System Custodians, Data Stewards and Data Users. Effectively collaborate with the various data roles as needed on a daily basis or in a project capacity.
